Class Specifications for the Class:
CRIMINALIST I
SR-20, BU-13
Duties Summary:
Performs a variety of standard physical, chemical, instrumental, and microscopic
analyses of evidence in connection with crime detection and law enforcement work; assists
with more complex investigations and studies, and with assigned phases of research
projects; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform moderately complex work
concerned with the physical, chemical, instrumental, and microscopic analyses of evidence
in accordance with prescribed standards, methods, and techniques.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Examines and analyzes a variety of physical and chemical substances, materials,
liquids, and other evidence in accordance with prescribed standards, methods, and
techniques;
• Conducts standardized chemical and physical laboratory tests to determine
characteristics or composition of solid, liquid, or gaseous materials and substances
using standard laboratory equipment and instruments;
• Conducts routine serological and DNA tests to determine blood type, origin, and
chemistry;
• Performs forensic extractions of computers and mobile devices, assists in digital
evidence security and storage;
• Examines and analyzes drugs such as marijuana and hashish;
• Conducts color screening reagent tests for hard narcotics such as heroin, cocaine,
amphetamines, and barbiturates;
• Assists with the conduct of ballistics including the preparation of ammunition for
selected test-firings such as primer shotgun cartridges;

• Mounts specimens for comparison purposes, restores defaced serial numbers on
weapons with etching solutions, and records and catalogues test-fired bullets and
casings;
• Conducts the more routine microscopic examinations and comparisons of organisms
and samples;
• Conducts latent fingerprint examinations and development using a variety of
techniques;
• Visits scene of crime to assure proper recovery and preservation of evidence and
renders assistance to investigating officers;
• Prepares reagents and performs routine maintenance of laboratory equipment;
• Appears in court to provide testimony as an expert witness regarding evidence
processed;
• Prepares reports of investigations and analyses conducted;
• Keeps abreast of technical developments in the field of crime detection &
criminalistics; and
• Performs other related duties as required.
Knowledge of:
The principles of general, inorganic, and analytical chemistry; the methods and
techniques of chemical laboratory analysis, laboratory procedures and practices; general
principles, techniques and terminology used in physical and chemical diagnoses of
substances; common drugs, poisons, and narcotics; uses and care of laboratory instruments
and equipment.
Ability to:
Conduct standard chemical and microscopic examinations, use standard laboratory
instruments and equipment; analyze and interpret results of examinations and comparisons;
learn to analyze a variety of substances including blood, blood stains, human exudates and
excretion, drugs and narcotics; learn to process latent prints; learn to take casts of
impressions at the scene of a crime; learn to conduct ballistic tests; keep records and
prepare reports of laboratory procedures, observations and findings; explain results of tests,
understand and carry out oral and written instructions.

This is an amendment to the specification for the class, CRIMINALIST I, which was
approved on June 26, 1992, amended on November 5, 2013 and is to be substituted for
that specification.

Minimum Qualification Specifications
for the Class:
CRIMINALIST I
SR-20, BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from on accredited college or university with a baccalaureate degree in physical science,
biology, forensic science, or a related field and:
• one (1) year of specialized work experience.
Qualifying Specialized Work Experience:
Professional laboratory work experience involving a variety of chemical analyses.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in physical science, biology, forensic science, or a
related field or education credits in physical science, biology, forensic science, or a related
field can be substituted for up to four (4) years of the bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits specific to physical science, biology,
forensic science, or a related field leading to a degree or diploma from an accredited
community college, trades school, college, or university (15 semester credits = 6
months).
A Master’s or PhD degree in physical science, biology, forensic science, or a related field
may be substituted for the education requirement.

The following may be substituted for experience:
A. Successful completion of semester credits specific in physical science, biology,
forensic science, or a related field leading towards a Bachelor’s, Master’s, or PhD
degree from an accredited college or university, may be substituted for up to one (1)
year of the specialized work experience requirement (15 semester credits = 6
months).
B. A Master’s degree in physical science, biology, forensic science, or a related field
from an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
C. A Doctorate’s degree in physical science, biology, forensic science, or a related field
from an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting selective certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance
with State and federal laws, e.g., no misdemeanor or felony domestic violence conviction.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

and is to be substituted for that specification.
