HomeMy WebLinkAbout4.101 CRIME SCENE SPECIALIST I 20230605 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.101 Class Specifications for the Class: CRIME SCENE SPECIALIST I SR-18, BU-13 Duties Summary: Assists in searching for, recovering, preserving, and marking physical evidence at crime and traffic accident scenes; assists in preparing detailed evidence reports and exhibits for court presentation; assists in conducting routine tests and analyses within the police crime laboratory; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform moderately difficult tasks relating to the search, recovery, preservation, and marking of physical evidence in accordance with prescribed standards, methods and techniques and receives on-the-job instructions regarding complex procedures and techniques. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Assists in searching for, recovering, preserving, and marking physical and trace evidence at crime and traffic accident scenes; • Takes measurements and notes; prepares simple sketches and drawings of crime and traffic accident scenes, including placement of physical evidence; • Dusts, lifts, and recovers latent fingerprints from various sources; • Assists in producing castings of footprints, tire tracks and other impressions; • Takes photographs of latent prints, evidence, victims and crime and traffic accident scenes; processes same as required; • Assists in preparing detailed evidence reports and in assembling evidence and exhibits for court presentation; • Assists in conducting tests and analyses in the crime laboratory to include examining and analyzing of marijuana, drugs, and alcohol; processing latent prints through chemical methods; examining and testing firearms and comparing bullets and cartridges; preparing chemical reagents, etc.; PART I CRIME SCENE SPECIALIST I 2 4.101 Receives on-the-job instruction on the more complex and sophisticated methods, procedures, and the techniques of crime scene investigations; Assists in procuring supplies and services; Attends in-service and other classes pertinent to the field; As required, operates a mobile crime scene response vehicle; and Performs other related duties as required. Knowledge of: Basic principles of the physical and biological sciences; standard laboratory procedures and equipment; English usage, spelling, grammar and punctuation; office procedures, filing methods and systems; purposes and uses of standard office equipment. Ability to: Assist with crime scene characteristics and evidence recovery procedures; assist with applying the rules of evidence; assist with applying investigative methods and techniques; assist with methods and investigative equipment in a safe and effective manner; assist with special lighting techniques and equipment; use common laboratory instruments and equipment; assist with routine laboratory analyses and keep records of findings; prepare clear and concise reports and diagrams; interpret and understand laws, rules, regulations, and departmental policies; operate office and computer equipment; communicate clearly and concisely, both orally and in writing; work independently in the absence of supervision; work well with others; follow oral and written instruction. This is an amendment and re-coding of the specification for the class, CRIME SCENE SPECIALIST I, which was approved on October 15, 2012, amended on November 9, 2012 and March 10, 2014, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 4.101 Minimum Qualification Specifications for the Class: CRIME SCENE SPECIALIST I SR-18, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from on accredited college or university with a baccalaureate degree in physical science, biology, forensic science, or a related field and: • one (1) year of specialized work experience. Qualifying Specialized Work Experience: Professional laboratory, research, or analytical experience which involved the application of scientific principles and procedures in chemistry, biology, physics, forensic sciences, or related fields. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in physical science, biology, forensic science, or a related field or education credits in physical science, biology, forensic science, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to physical science, biology, forensic science, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II CRIME SCENE SPECIALIST I 2 4.101 A Master’s or PhD degree in physical science, biology, forensic science, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in physical science, biology, forensic science, or a related field leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in physical science, biology, forensic science, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in physical science, biology, forensic science, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting selective certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II CRIME SCENE SPECIALIST I 3 4.101 Tests: Applicants may be required to qualify on an appropriate examination. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Firearms Requirement: Must be qualified to carry and/or possess firearms or ammunition in accordance with State and federal laws, e.g., no misdemeanor or felony domestic violence conviction. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, CRIME SCENE SPECIALIST I, which was approved on October 15, 2012, amended on November 9, 2012, and March 10, 2014, amended and re-coded on February 3, 2021, and is to be substituted for that specification.
