Class Specifications for the Class:
CRIME SCENE SPECIALIST II
SR-20, BU-13
Duties Summary:
Independently searches for, recovers, preserves, and marks physical evidence at
crime and traffic accident scenes; prepares detailed reports and exhibits for court
presentation; conducts routine tests and analyses within the police crime laboratory; takes
photographs and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to independently perform the full
range and difficulty of work relating to the search, recovery, preservation and marking of
physical evidence in accordance with prescribed standards, requiring judgment in
selection of methods and techniques.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Searches for, recovers, preserves, and marks physical and trace evidence at crime
and traffic accident scenes;
• Takes measurements and notes; prepares detailed scaled sketches and drawings of
crime and traffic accident scenes, including placement of physical evidence;
• Searches for, dusts, lifts, and recovers latent fingerprints from various sources;
• Produces castings of footprints, tire tracks and other impressions;
• Takes photographs of latent prints, evidence, victims and crime and traffic accident
scenes; processes same as required;
• Prepares detailed evidence reports; assembles and organizes evidence and exhibits
for court presentation;
• Testifies at court;
• Conducts examination, processing, and analyses of various physical evidence;
processes latent prints through chemical methods; examines and tests firearms and
compares bullets and cartridges; prepares chemical reagents, etc.

Attends in-service and other classes pertinent to the fields;
Operates a mobile crime scene response vehicle and all specialized equipment;
May instruct and supervise others; and
Performs other related duties as required.
Knowledge of:
Crime scene characteristics and possible location of evidence and latent prints;
methods and procedures of recovering and preserving evidence; the rules of evidence;
photographic techniques; procedures for assembling and organizing evidence and exhibits
for court presentation; basic principles of physical and biological sciences; standard
laboratory procedures and equipment; occupational hazards and safety practices; English
usage, spelling, grammar and punctuation; office procedures, filing methods and systems;
purposes and uses of standard office equipment.
Ability to:
Visualize and locate sources of evidence and fingerprints at crime scenes; prepare
detailed scaled sketches of crime and traffic accident scenes and the placement of physical
evidence; process latent prints through chemical methods; take and develop photographs;
prepare comprehensive reports of crime scene investigations; operate a mobile crime scene
response vehicle; assist with laboratory analyses and keep records of findings; operate a
variety of crime scene investigative equipment in safe and effective manner; exercise
initiative and independent judgment in implementing established work methods and
procedures; interpret and understand laws, rules, regulations, and departmental policies;
operate office and computer equipment; communicate clearly and concisely, both orally and
in writing; work independently in the absence of supervision; work well with others; follow
oral and written instructions.
This is an amendment and re-coding of the specification for the class, CRIME SCENE
SPECIALIST II, which was approved on October 15, 2012, amended on November 9,
2012 and March 10, 2014, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
CRIME SCENE SPECIALIST II
SR-20, BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from on accredited college or university with a baccalaureate degree in physical science,
biology, forensic science, or a related field and:
• two (2) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional laboratory, research, or analytical experience which involved the
application of scientific principles and procedures in chemistry, biology, physics, forensic
sciences, or related fields.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in physical science, biology, forensic science, or a
related field or education credits in physical science, biology, forensic science, or a related
field can be substituted for up to four (4) years of the bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits specific to physical science, biology,
forensic science, or a related field leading to a degree or diploma from an accredited
community college, trades school, college, or university (15 semester credits = 6
months).

A Master’s or PhD degree in physical science, biology, forensic science, or a related field
may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in physical science, biology,
forensic science, or a related field leading towards a Bachelor’s, Master’s, or PhD
degree from an accredited college or university, may be substituted for up to one (1)
year of the specialized work experience requirement (15 semester credits = 6
months).
B. A Master’s degree in physical science, biology, forensic science, or a related field
from an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
C. A Doctorate’s degree in physical science, biology, forensic science, or a related field
from an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting selective certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance
with State and federal laws, e.g., no misdemeanor or felony domestic violence conviction.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class, CRIME SCENE SPECIALIST II,
which was approved on October 15, 2012, amended on November 9, 2012, and March 10,
2014, amended and re-coded on February 3, 2021, and is to be substituted for that
specification.
