HomeMy WebLinkAbout8.200 TRAFFIC SIGNS AND MARKINGS HELPER 20230614PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.200 Class Specifications for the Class: TRAFFIC SIGNS AND MARKINGS HELPER BC-05, BU-01 Duties Summary: Assists in the painting and installing of traffic signs and pavement markings; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for assisting in painting and installing traffic signs and pavement markings and performs routine work independently. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Assists in painting all types of traffic directional lines such as centerlines, parking lanes, stop lines, crosswalks, no parking zones, and bus stops in accordance with instructions received from supervisors;  Places markers and other warning devices and directs traffic as necessary;  Assists and/or performs simple hand painting of letters on roads and pavements;  Assists in making patterns and layouts on various materials;  Prepares metal sign plates for painting by washing with an acid solution;  Applies paint with a spray gun on metal sign plates and with brush on woodwork;  Assists and prepares paint for street and pavement markings;  Assists in resetting, replacing, removing, and installing traffic and street signs;  May perform other trades, road maintenance and manual work when not doing signs and markings work;  May operate a motor vehicle to transport crew and equipment as needed; and TRAFFIC SIGNS AND MARKINGS HELPER 2 8.200  Performs other related duties. Knowledge of: Practices, tools, and equipment used in applying paints and other painting material; methods of cleaning brushes and other painting equipment; methods of preparing surfaces for the application of paint and other coverings; occupational hazards and safety precautions applicable to the trade. Ability to: Perform manual work related to the preparation, installation, and maintenance of traffic signs and pavement markings; understand and carry out oral and written instructions; work cooperatively and effectively with others. This is an amendment to the specification for the class, TRAFFIC SIGNS AND MARKINGS HELPER, which was approved on January 3, 1966, amended on December 15, 1977, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.200 Minimum Qualification Specifications for the Class: TRAFFIC SIGNS AND MARKINGS HELPER BC-05, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and  one (1) year of specialized work experience. Qualifying Specialized Work Experience: Work experience as an apprentice or helper under a journey level painter or traffic marker which involved preparing various surfaces and applying coats of paint and other coatings by brush, roller, spray gun, and other means. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. TRAFFIC SIGNS AND MRAKINGS HELPER 4 8.200 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawai‘i Type 3 or equivalent) and the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Heavy This is an amendment to the specification for the class, TRAFFIC SIGNS AND MARKINGS HELPER, which was approved on January 3, 1966, amended on December 15, 1977, and is to be substituted for that specification.
