HomeMy WebLinkAbout8.205 TRAFFIC SIGN PAINTER 20230614PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.205 Class Specifications for the Class: TRAFFIC SIGN PAINTER BC-09, BU-01 Duties Summary: Fabricates, prepares stencils, and paints traffic signs; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for performing skilled work in laying out, lettering, and painting signs which involves freehand lettering, stenciling, spray painting, silk screen processing, and other painting equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Lays out, composes, and fabricates a variety of signs by freehand, stencils and/or the use of a computer, scanner, and plotter; centers and arranges copy;  Traces outlines on heavy paper and cuts out inscriptions;  Coats background and spray paints over stencils;  Repaints signs by performing freehand brush work on letters and numerals;  Prepares metal and wood surfaces by sanding; applies paint by brush, spray gun, air brush or silk screen processes;  Uses lamp vacuum applicators to make traffic signs in conformance with applicable ordinances relative to size, shape, and coloring of signs;  Follows current manual on Uniform Traffic Control Devices;  Selects, mixes, matches, and reduces paints;  Cleans brushes, spray guns and other painting equipment;  Purchases materials and supplies; TRAFFIC SIGN PAINTER 2 8.205  May assist in issuing and servicing tools, equipment and vehicle when not engaged in painting;  May prepare and submit daily reports and work schedules;  May assist with the field operations of the section;  May operate a motor vehicle to transport crew and equipment as needed; and  Performs other related duties. Knowledge of: Practices, tools, equipment, and materials used in applying paints; methods of cleaning brushes and other painting equipment; operation and capabilities of sign computer equipment, and sign fabrication programs and applications; methods of preparing, mixing, and preserving painting materials; and methods of preparing surfaces for the application of paints; safety precautions and practices applicable to adverse field conditions such as traffic and weather. Ability to: Mix and match paints; perform freehand lettering; prepare stencils; perform manual work; operate spray painting equipment; operate a computer, scanner and plotter and sign fabrication programs; work cooperatively wand effectively with others; prepare reports and maintain records; understand and follow oral and written instructions. This is an amendment to the specification for the class, TRAFFIC SIGN PAINTER, which was approved on September 20, 1957, amended on November 2, 1973, and on November 16, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.205 Minimum Qualification Specifications for the Class: TRAFFIC SIGN PAINTER BC-09, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and  three (3) years of specialized work experience. Qualifying Specialized Work Experience: Work experience as an apprentice or helper under a journey level painter or traffic marker which involved preparing various surfaces and applying coats of paint and other coatings by brush, roller, spray gun, and other means. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. TRAFFIC SIGN PAINTER 4 8.205 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawai‘i Type 3 or equivalent) and the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
