Class Specifications for the Class:
LEAD TRAFFIC SIGN PAINTER
WS-09, BU-01
Duties Summary:
Operates a sign shop; supervises and participates in the painting of a variety of traffic
and other signs; and performs other duties as required.
Distinguishing Characteristics:
This class is responsible for operating the county’s sign shop and to supervise and
participate in sign painting tasks.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Supervises and participates in the planning, laying out and lettering of a variety of
signs;
Estimates time and material needed to perform a job;
Makes work assignments, issues instructions, and reviews completed work for
compliance with instructions and satisfactory workmanship;
Determines work priorities;
Keeps records of stock on hand;
Supervises and participates in the repair and installation of new signs, painting, and
repainting of signs;
Supervises and participates in stencil layout, painting, and color scheme in
accordance with traffic safety standards;
Selects and mixes paints;
Letters signs in freehand using various size brushes;
Supervises the preparation of sign boards;

Takes inventories of signs in stock and insures maintenance of adequate stock
levels;
Approves issuance of signs, requisitions and purchases supplies and equipment;
Operates a motor vehicle to transport crew and equipment as needed; and
Performs other related duties.
Knowledge of:
Procedures, tools, equipment, and materials used in sign painting work;
characteristics of paint, varnishes, reflective material, and other materials used in sign
painting work; methods of preparing surfaces for painting; methods of caring for brushes,
spray guns and other painting equipment; methods of preparing, making, blending, and
preserving different painting materials; safety precautions and practices applicable to
adverse field conditions such as traffic and weather; principles and practices of supervision.
Ability to:
Plan, lay out, assign, and review the work of subordinates; estimate time and painting
materials and equipment needed to perform sign painting jobs; mix and match paints;
perform freehand lettering skillfully; operate spray painting equipment; cut stencils; work
cooperatively and effectively with others; follow and give oral and written instructions;
prepare reports and keep records.
This is an amendment to the specification for the class, LEAD TRAFFIC SIGN
PAINTER, which was approved on August 29, 1979, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
LEAD TRAFFIC SIGN PAINTER
WS-09, BU-01
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
three (3) years of specialized work experience, and
one (1) year of journey level work experience as a sign painter.
Qualifying Specialized Work Experience:
Work experience as an apprentice or helper under a journey level painter or traffic
marker which involved preparing various surfaces and applying coats of paint and other
coatings by brush, roller, spray gun, and other means.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator's license (Hawai‘i Type 3 or equivalent)
and the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Heavy
This is an amendment to the specification for the class, LEAD TRAFFIC SIGN
PAINTER, which was approved on August 29, 1979, and is to be substituted for that
specification.
