HomeMy WebLinkAbout15A2037 PROJECT MANAGEMENT OFFICER 20230620PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2037 Class Specifications for the Class: PROJECT MANAGEMENT OFFICER EM-05, BU-13X Duties Summary Supervises, plans, and directs staff and projects according to project management principles and methods to ensure that goals or objectives are accomplished within a prescribed time frame and funding parameters; and performs other related duties as required. Distinguishing Characteristics A position in this class has the responsibility for the management of multiple complex projects keeping them on-track, on time and within budget, and ensuring all standards and requirements are met. Work requires independent judgment in the evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Directs and coordinates the planning and management of multiple project assignments within broad general objectives and limits;  Creates long-range goals and objectives and plans timeline for completion of projects; oversees and approves the execution of contracts and specifications, recommending approval of change orders and payments to contractors;  Directs project activities and inspections, recommending acceptance of completed projects following final inspection;  Manages budget and schedules of projects;  Coordinates project team meetings assuring proper communication of accurate and timely information;  Serves as primary consultant in planning, development and implementation of major project activities, and liaison between department and others; PART I PROJECT MANAGEMENT OFFICER 2 15A2037  Prepares periodic and special reports on departmental activities and projects for the department head;  Establishes and maintains good public relations with various groups;  Supervises staff and projects; and  Performs other related duties as assigned. Knowledge of: Principles and practices of project management; planning principles and practices as applied to assigned projects; principles and practices of public administration and supervision, organization, and management; methods and practices used in the preparation of specifications, estimates and contracts; financing, estimating and budgeting design, development, and implementation costs. Ability to: Function in a high-stress environment and meet project deadlines; manage contract negotiations; plan, organize, direct and coordinate programs and activities; formulate and modify policies and procedures; direct the conduct of feasibility and cost studies; interpret laws, rules, regulations and policies; secure and analyze facts and data and draw logical conclusions; use computer based project management systems; analyze and prepare clear and concise reports; develop and maintain effective working relationships with others. This is an amendment to the specification for the class, PROJECT MANAGEMENT OFFICER, which was approved on December 1, 2009, amended on September 30, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2037 Minimum Qualification Specifications for the Class: PROJECT MANAGEMENT OFFICER EM-05, BU-13X Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in project management, public administration, business administration or a field pertinent to the department’s program and activities, and  four (4) years of specialized experience, and  one (1) year of supervisory experience. Qualifying Specialized Work Experience: Professional work experience planning, directing, managing, monitoring, and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs, and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II PROJECT MANAGEMENT OFFICER 2 15A2037 Specialized professional work experience in project management, business administration, public administration, or a field pertinent to the department’s program and activities or education credits in project management, business administration, public administration, or a field pertinent to the department’s program and activities can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to project management, business administration, public administration, or a field pertinent to the department’s program and activities leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A Master’s or PhD degree in project management, business administration, public administration, or a field pertinent to the department’s program and activities may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in project management, business administration, public administration, or a field pertinent to the department’s program and activities leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in project management, business administration, public administration, or a field pertinent to the department’s program and activities from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in project management, business administration, public administration, or a field pertinent to the department’s program and activities from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II PROJECT MANAGEMENT OFFICER 3 15A2037 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
