Class Specifications for the Class:
WASTEWATER PLANT MAINTENANCE MECHANIC I
BC-12, BU-01
Duties Summary:
Installs, repairs, and overhauls a variety of wastewater pumping and treatment plant
equipment; maintains and repairs electrical wiring systems; and performs other related
duties as required.
Distinguishing Characteristics:
This class is distinguished for its responsibility to install, repair, and overhaul a variety
of pumping and treatment plant equipment.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Installs, overhauls and repairs equipment such as centrifugal, reciprocating plunger
and diaphragm type electric motor-driven wastewater and sludge pumps, motors, air
blowers, sewage clarifiers, fans, valves, gasoline and diesel engineers, gear reduction
units, mechanical flow meters and gauges, sludge pulverizers, chlorinators,
differential converters, and chlorine scales;
Overhauls and repairs gasoline driven portable self-priming centrifugal pumps;
Overhauls and repairs shop equipment such as drill presses, metal cutting lathes,
metal shapers, electric grinders, power saws, hydraulic presses, sheet metal brakes
and benders and metal cutting shears;
Operates shop machines in making repairs to equipment;
Operates sandblasting and steam cleaning equipment to remove rust, scale, grease
and other foreign matter from pumps, flow control valves and pipelines for
maintenance and repair purposes;
Installs and repairs pipelines, valves and fittings for water, air, sewage and sludge at
the pumping stations and treatment plants;
Makes operational tests of stand-by units;

Inspects equipment in operation for irregularities and makes adjustments;
Packs pumps and valves;
Repairs valves on pumps and pipelines;
Scrapes, cleans, and paints buildings and equipment with brush, roller, and spraying
equipment;
Repairs windows, door locks, roof drains and gutters;
Operates a motor vehicle; and
Performs other related duties.
Knowledge of:
Tools, materials, and practices used in the maintenance and repair of electrical and
mechanical equipment such as pumps, blowers, overhead cranes, chlorinators, clarifiers,
motors and gasoline and diesel engines; uses of tools, materials and equipment in a
machine shop; elementary electricity as related to electrical plant equipment; operational
procedures and practices of a pumping plant; hazards and safety practices involved in
working around high voltage and moving machinery.
Ability to:
Use mechanic's hand tools and shop machinery such as drill presses, metal shears,
grinders, benders, power saws and pipe threader in overhauling and repairing pumps,
Motors, valves, meters, gauges, blowers, gasoline engines, etc.; maintain electrical, gasoline
and diesel-driven pumping plant equipment; diagnose mechanical defects in the operation
of pumping plant equipment; read meters and gauges, record readings and keep
operational records; make arithmetic computations; work under filthy, obnoxious conditions;
understand and follow oral and written instructions; work harmoniously with others.
This is an amendment to the specification for the class, WASTEWATER PLANT
MAINTENANCE MECHANIC I, which was approved on August 14, 1989, amended on August
24, 1986, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
WASTEWATER PLANT MAINTENANCE MECHANIC I
BC-12, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
four and one half (4 ½) years of specialized work experience.
Qualifying Specialized Work Experience:
Work experience which included experience under a journey level mechanic in the
repair and overhaul of equipment in a pumping plant, marine engine room, power plant,
machine shop, or related experience.
Substitutions Allowed:
The following may be substituted for education:
Four (4) years of full-time general work experience may be substituted for a high
school diploma.
Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
Successful completion of semester credits leading towards a degree or diploma in
machining technology, small engine mechanics technology, or a related field from an
accredited community college, trades school, may be substituted for up to four (4)
years of the specialized work experience requirement (15 semester credits = 6
months).

An Associate’s degree in machining technology, small engine mechanics technology,
or related field from an accredited community college, business, or technical school,
may be substituted for two (2) years of the specialized work experience requirement.
A Bachelor’s degree in machining technology, small engine mechanics technology, or
a related field from an accredited college or university may be substituted for up to
four (4) years of the specialized work experience requirement.
A Master’s or PhD degree in machining technology or a related field from an
accredited college or university may be substituted for up to one (1) year of the
specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
License Requirement:
Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.

Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Heavy
This is an amendment to the specification for the class, WASTEWATER PLANT
MAINTENANCE MECHANIC I, which was approved on August 14, 1989, amended on August
24, 1986, and is to be substituted for that specification.
