HomeMy WebLinkAbout8.598 WASTEWATER PLANT MAINTENANCE MECHANIC II 20230608PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.598 Class Specifications for the Class: WASTEWATER PLANT MAINTENANCE MECHANIC II WS-12, BU-01 Duties Summary: Supervises and participates in the installation, repair, maintenance and overhauling of a variety of wastewater pumping and treatment plant equipment; supervises and participates in the repair of electrical wiring systems; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished for its responsibility to supervise and participate in the installing, repairing, and overhauling a variety of pumping and treatment plant equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Supervises and participates in installing, overhauling, and repairing equipment such as centrifugal, reciprocating plunger and diaphragm type electric motor-driven wastewater and sludge pumps, motors, air blowers, wastewater clarifiers, fans valves and gasoline and diesel engines, gear reduction units, mechanical flow meters and gauges, sludge pulverizers, chlorinators, differential converters, and chlorine scales;  Supervises and participates in overhauling and repairing gasoline driven portable self-priming centrifugal pumps;  Supervises and participates in overhauling and repairing shop equipment such as drill presses, metal cutting lathes, metal shapers, electric grinders, power saws, hydraulic presses, sheet metal brakes and benders and metal cutting shears;  Supervises and participates in operating shop machines in making repairs to equipment;  Supervises and participates in operating sandblasting and steam cleaning equipment to remove rust, scale, grease and other foreign matter from pumps, flow control valves and pipelines for maintenance and repair purposes; PART I WASTEWATER PLANT MAINTENANCE MECHANIC II 2 8.598  Supervises and participates in installing and repairing pipelines, valves and fittings for water, air, wastewater, and sludge at the pumping units;  Inspects equipment in operation for irregularities and makes adjustments;  Supervises and participates in packing pumps and valves;  Supervises and participates in repairing valves on pumps and pipelines;  Supervises and participates in scraping, cleaning, and painting buildings and equipment with brush, roller, and spraying equipment;  Supervises and participates in repairing windows, door locks, roof drains and gutters;  Operates a motor vehicle; and  Performs other related duties. Knowledge of: Types and functions of machinery and equipment used in wastewater pumping stations and treatment plants; principles and practices of supervisory; practices and procedures used in the operation of pumping and treatment plant equipment; principles and practices of elementary electricity and hydraulics; internal combustion engines; tools, materials, and practices used in the installation, overhaul and repair of a variety of complex wastewater pumping and treatment plant equipment; uses of tools, materials, and equipment and the terminology and skills used by various specialized trades in mechanical repair work in a machine and welding shop; hazards and safety practice involved in working around high voltage and moving machinery. Ability to: Plan, assign, and review work of subordinates; use a variety of machinist's and mechanic's hand tools, equipment, and shop machinery such as drill presses, metal shapers, welding and cutting equipment, engine lather, etc. in installing, overhauling, repairing, and testing a variety of wastewater pumping and treatment plant equipment; diagnose mechanical defects and improper operation of wastewater pumping and treatment plant equipment and make repairs quickly and effectively; make shop work computations; read meters and gauges; record readings; prepare and keep operational records; read and understand operational and time reports; encourage safety practices and enforce safety rules; supervise and maintain harmony in work relationships among workers; handle weights and loads. PART I WASTEWATER PLANT MAINTENANCE MECHANIC II 3 8.598 This is an amendment to the specification for the class, WASTEWATER PLANT MAINTENANCE MECHANIC II, which was approved on August 14, 1989, amended on August 24, 1986, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.598 Minimum Qualification Specifications for the Class: WASTEWATER PLANT MAINTENANCE MECHANIC II WS-12, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and  five and one half (5 ½) years of specialized work experience. Qualifying Specialized Work Experience: Work experience which included experience under a journey level mechanic in the repair and overhaul of equipment in a pumping plant, marine engine room, power plant, machine shop, or related experience. Substitutions Allowed: The following may be substituted for education:  Four (4) years of full-time general work experience may be substituted for a high school diploma.  Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months).  An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience:  Successful completion of semester credits leading towards a degree or diploma in machining technology, small engine mechanics technology, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). PART II WASTEWTER PLANT MAINTENANCE MECHANIC II 2 8.598  An Associate’s degree in machining technology, small engine mechanics technology, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement.  A Bachelor’s degree in machining technology, small engine mechanics technology, or a related field from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement.  A Master’s or PhD degree in machining technology or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. PART II WASTEWTER PLANT MAINTENANCE MECHANIC II 3 8.598 Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
