HomeMy WebLinkAbout1.386 POLICE EVIDENCE CUSTODIAN II 20230720PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.386 Class Specifications for the Class: POLICE EVIDENCE CUSTODIAN II SR-16, BU-03 Duties Summary: Supervises and participates in the receipt, storage and transfer and disposal of police evidence and other property; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for supervision and training of subordinate personnel assigned to the Evidence Section, and participation in activities associated with the central unit in the processing and storage of recovered property. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises personnel assigned to the Evidence Section, providing instructions with assignments and review handling, and securing of evidence and /or property for conformance with policy and procedures; • Instructs and assigns work to subordinates and assists in evaluating their performance; • Receives property collected and submitted by Police personnel; • Ensures proper accountability with chain of custody requirements, store and secure all property to preserve the integrity of the evidence; • Ensures proper storage of evidence requiring special handling; • Locates and retrieves evidence; • Coordinates viewing of evidentiary items requested by attorneys or other governmental or private agencies; • Releases and disposes of evidence as authorized; PART I POLICE EVIDENCE CUSTODIAN II 2 1.386 • Follows-up on discrepancies and operational problems to ensure compliance with laws, rules and regulations, policies, and procedures, recommending alternatives and solutions to superior; • Performs quality assurance check on evidence data; • Appears in court to produce evidence and testify to the chain of custody and evidentiary procedures; • Trains subordinates and police recruits on evidentiary policy and procedures; • Compiles list of items for auction or disposal; • Coordinates auction and/or destruction of property; • Prepares necessary documents and notifications; • Responds to inquiries regarding departmental procedures on receipt, storage, security and release of property and evidence; • Transports evidence and property to and from substations, headquarters or other designated sites utilizing a police vehicle or pickup truck as required; and • Performs other related duties as assigned. Knowledge of: Principles and practices of supervision; office procedures and practices; property identification and characteristics; storage principles and practices; laws, rules and regulations on evidence and found property handling and disposition; purposes and uses of standard office machines, such as typewriters, personal computers, and peripherals, etc. Ability to: Instruct and supervise the work of others; plan, set up and maintain storage space allotments; recommend improvements to procedures and controls for the proper receipt, custody, issuance, and disposition of evidence and found property; keep records and prepare reports; work harmoniously with others; give and follow oral and written instructions. PART I POLICE EVIDENCE CUSTODIAN II 3 1.386 This is an amendment to the specification for the class POLICE EVIDENCE CUSTODIAN II, which was approved on October 10, 2008, effective July 1, 2008, amended on January 26, 2022, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.385 Minimum Qualification Specifications for the Class: POLICE EVIDENCE CUSTODIAN II SR-16, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • three and one half (3 ½) years of work experience that include the custody and control of police evidence and recovered property. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II POLICE EVIDENCE CUSTODIAN II 2 1.386 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Firearms Requirements: As applicable to the position, must be qualified to carry and/or possess firearms or ammunition in accordance with State and Federal law, e.g., no misdemeanor or felony domestic violence conviction. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class POLICE EVIDENCE CUSTODIAN II, which was approved on October 10, 2008, effective July 1, 2008, and is to be substituted for that specification.
