HomeMy WebLinkAbout1.434 EMERGENCY SERVICES DISPATCHER III 20230720PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.434 Class Specifications for the Class: EMERGENCY SERVICES DISPATCHER III SR-21, BU-03 Duties Summary: Supervises a squad of emergency services dispatch personnel that receive incoming telephone calls for 911 police, fire, medical emergency and non-emergency services, and dispatches public safety personnel units and equipment; trains new employees in all aspects of computer assisted dispatch functions; assists subordinates in the performance of their duties; allocates work assignments; evaluates effectiveness of subordinates; and performs the duties of an Emergency Services Dispatcher. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise a squad of emergency services dispatch personnel, train, participate, and direct subordinates engaged in dispatching duties and maintains continuous high-quality performance under stressful and emergency situations. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises an assigned squad of dispatchers; • Plans and directs shift activities; • Conducts daily roll call briefing on procedure changes and other relevant information; • Keeps employees abreast of policies affecting the communications center, the Patrol Services Bureau, and the Department; • Provides assistance and instruction to ensure compliance with departmental standards, policies, and procedures; • Evaluates employee job performance and meets with employee to discuss; • Reviews, investigates, and resolves personnel problems through the use of departmental standards, collective bargaining provisions and the Kaua'i County Personnel rules; PART I EMERGENCY SERVICES DISPATCHER III 2 1.434 • Prepares written report and takes appropriate disciplinary action; • Performs Dispatcher duties which includes but is not limited to: o Receives request for assistance, to include 911 emergency calls, o Directs and coordinate police, fire, and emergency medical personnel, o Provides pre-arrival instructions to caller utilizing knowledge of emergency medical techniques, o Monitors field unit response and status of assignment, o Operates a computer-aided dispatch (CAD) system and a variety of computer systems; • Receives training in the Radio Dispatcher Training Program to be a certified Radio Dispatcher; • Dispatcher Training Officer (RDTO); • Conducts classroom and individual on-the-job training to include but not limited to: o Operation and use of the dispatch equipment and computer systems, o Telecommunications policies, procedures, tasks, and services, o Call taking to receive telephone complaints and other request for assistance, o elicit and summarize the facts; relay pertinent information for proper agency response, o Deployment, status, and disposition of the filed units, o Crime classifications; • Provides trainee with practical emergency telecommunication experience and skills; • Prepares a daily observation report of the trainee, written documentation, and the job performance report; • Meets with the trainee to discuss performance; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision; call evaluation techniques; departmental rules and regulations, and policies and procedures of the communication center; pertinent laws and ordinances of the State and County of Kaua'i; crime classification and coding; geography of the island of Kaua'i; principles and techniques in dealing with people; office practices and procedures; filing methods and systems; the purpose and uses of standard office equipment. PART I EMERGENCY SERVICES DISPATCHER III 3 1.434 Ability to: Assign, supervise, and organize and conduct training sessions and courses; evaluate and document the performance of trainees and other personnel; operate computer aided dispatch systems, video display terminals, radio dispatching consoles, and associated equipment; communicate clearly and calmly with emergency services personnel and the general public; give and follow oral and written instructions; make sound decisions under stressful conditions; write clear and concise reports; keep records; operate standard office equipment. This is an amendment to the specification for the class EMERGENCY SERVICES DISPATCHER III, which was approved on September 3, 2014, amended on April 15, 2021, and on May 11, 2023, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.434 Minimum Qualification Specifications for the Class: EMERGENCY SERVICES DISPATCHER III SR-21, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and • two (2) years of experience in a central police department or emergency services crisis communications operation. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II EMERGENCY SERVICES DISPATCHER III 2 1.434 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light Special Working Conditions: Shift, weekend and holiday work as required.
