HomeMy WebLinkAbout2.328 SAFETY AND DRIVER IMPROVEMENT COORDINATOR 20230725PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.328 Class Specifications for the Class: SAFETY AND DRIVER IMPROVEMENT COORDINATOR SR-21, BU-03 Duties Summary: Plans, develops, and implements a comprehensive driver improvement program and participates in the industrial safety program for the central human resources department; serves as a fleet safety examiner; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for planning, developing, conducting, and coordinating activities for the driver improvement and industrial safety programs in the central human resources department. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, develops, and implements a driver improvement program to include the continuous evaluation of drivers and the conduct of driver safety and education courses, principally for but not limited to drivers of heavy vehicles and equipment; • Plans, assigns, and reviews the work of subordinate driver trainers; • Provides additional training to upgrade trainers’ skills; • Schedules drivers for and conducts field and classroom training on proper vehicle operations, preventative maintenance, troubleshooting and emergency techniques as well as motor vehicle regulations, signs, signals, highway markings and pedestrian rights and safety; • Establishes procedures for the periodic examination of drivers possessing a commercial driver’s license, including field and practical testing; • Certifies driver competence; • Recommends removal of operators from driving duties when employees fail to meet the standards prescribed; PART I SAFETY AND DRIVER IMPROVEMENT COORDINATOR 2 2.328 • Plans and develops training outlines, materials, and course announcements; • Plans, coordinates, schedules, and conducts safety training to develop safety awareness, to promote safe working conditions and practices, and to comply with all applicable safety laws, regulations, and policies; • Conducts first aid and cardio-pulmonary resuscitation (CPR) and Automated External Defibrillator (AED) classes; • Sets up and maintains recordkeeping and reporting systems to ensure compliance with all laws and regulations; prepares activity reports; • Recommends and develops procedures for safe work practices, enforcement methods and internal safety inspection checklists and schedules; • Conducts safety inspections to detect unsafe conditions; recommends corrective actions; • Conducts investigations of all accidents; • Interviews employees and witnesses; • Prepares report of findings and recommendations; • Inspects and recommends repair of mechanical defects in motorized equipment; • Investigates suspected vehicle abuse; recommends disciplinary actions against operators who abuse vehicles or disregard safety rules and regulations; • Assists departments in identifying appropriate personal protective safety equipment for their operations; • Maintains liaison with other agencies dealing with safety; • Keeps current on safety matters including existing resources, programs, regulations, legislation, standards, and practices; • Conducts performance examinations for equipment operator recruitments as requested by departments; • Tests and qualifies applicants who can satisfactorily operate equipment that are the primary work assignment for the applicable positions; • Acts as liaison with and coordinates driver training and improvement programs with other operating agencies; PART I SAFETY AND DRIVER IMPROVEMENT COORDINATOR 3 2.328 • Establishes and maintains fleet safety contacts with other public and private organizations for exchange and up-date of information; • Operates various vehicles or equipment as necessary; • May assign, review, and supervise the work of subordinate trainers; and • Performs other related duties as required. Knowledge of: Laws and regulations governing the operation of motor vehicles and the licensing of drivers; operating procedures of a variety of motor vehicles, safety devices and features pertinent thereto; the theory of the internal combustion engine; vehicle accident hazards and methods of control, correction and prevention, proper and safe driving techniques; highway safety as it pertains to motor vehicle operation; preventive and general maintenance practices relating to motorized equipment; industrial and construction accident hazards and methods of correction and prevention; industrial safety devices and equipment; safety inspection principles, practices and procedures; techniques of group instruction; basic examining and testing practices; and investigation methods and techniques; report writing. Ability to: Plan, organize and coordinate industrial safety and driver improvement programs; prepare and develop training outlines and materials; schedule and conduct safety, driver training, equipment operator training and first aid classes; conduct performance examinations and determine driver’s competency; investigate and determine causes of accidents; interpret and explain traffic laws, regulations and general principles of traffic and highway safety; explain the purposes and functions of automotive system components and common malfunctions and causes; operate a variety of motor vehicles including heavy trucks and construction and other equipment; deal tactfully and effectively with others; write clear and concise reports; and speak effectively before groups. This is an amendment to the specification for the class, SAFETY AND DRIVER IMPROVEMENT COORDINATOR, which was approved on June 13, 2016, effective June 1, 2016, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.328 Minimum Qualification Specifications for the Class: SAFETY AND DRIVER IMPROVEMENT COORDINATOR SR-21, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four (4) years of work experience which included experience in driver instruction and/or accident prevention activities; and • two (2) years of work experience which involved Commercial Driver’s License (CDL) driver instruction and evaluation. Substitutions Allowed: The following may be substituted for education: • Four (4) years of full-time general work experience may be substituted for a high school diploma. • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). • An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must PART II SAFETY DRIVER AND IMPROVEMENT COORDINATOR 2 2.328 have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of a valid Hawai‘i Commercial Driver’s License (Class A with endorsements as applicable to the position) or any other valid comparable driver’s license; current Department of Transportation Medical Examiner’s Certificate; and possession of valid certification prior to completion of probation: 1. First Aid/CPR/AED Instructor’s Certificate from a nationally recognized organization such as American Red Cross or American Heart Association; and 2. Satisfactory completion of a National Safety Council Defensive Driving Course (DDC) driver training instructor’s course. (These certificates must be maintained on a current basis thereafter). Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
