Class Specifications for the Class:
EMERGENCY MANAGEMENT STAFF OFFICER
SR-24, BU-13
Duties Summary:
Performs as a staff specialist and advisor for two or more major functional areas of
the overall emergency management program; develops and maintains appropriate plans
and procedures; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform as a staff specialist and
advisor in two or more major functional areas of the overall emergency management
program, and develops and coordinates the preparation, review, and maintenance of
appropriate plans and procedures.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Performs as staff specialist and advisor for two or more major functional areas of the
overall emergency management program such as communications and warning,
disaster preparedness, logistics and supply, hazardous management, education and
training, grants management, and plans and operations;
Develops, implements, and maintains specific and interrelated portions of the
County’s emergency management operational plans in accordance with local needs
and County, State, and Federal laws, and policies;
Plans and coordinates the preparation, review, and maintenance of mitigation,
preparedness, response, and recovery plans;
Coordinates emergency operational plans with governmental and private agencies to
ensure that plans are fully integrated and can be effectively implemented during and
after a disaster;
Keeps abreast of County, State, and Federal laws, ordinances, and policies to ensure
that local emergency operational plans are kept current;
Directs, coordinates, and executes emergency public information services during

disaster preparedness, response, and recovery operations;
Prepares, develops, and maintains procedures for operating emergency centers and
shelters;
Prepares and implements plans for the emergency mobilization of logistics and
supply services;
Develops and maintains operational plans for the emergency communications and
siren warning systems;
Oversees the maintenance, replacement, and upgrade of equipment and systems;
Develops and maintains disaster assistance programs for relief of disaster victims
and for damage assessment procedures;
Coordinates the County’s participation in State, Federal, County, and private agencies
assistance programs for relief of victims;
Represents the agency on committees involved in emergency management activities;
Orients, briefs, and provides training for governmental officials, community
representatives and volunteers on prevention and emergency preparedness, as well
as on matters pertaining to area of expertise;
Assists in the development, conduct and execution of emergency and disaster
exercises;
Coordinates the maintenance and supply requirement of the Kaua‘i Emergency
Management Agency, including the upkeep of emergency operating centers;
Subject to call 24 hours, 7 days a week to respond to emergency operating center or
field locations during emergencies or disasters;
Performs long hours of duty during emergencies or disasters;
Enforces and complies with all Federal, State and County laws, regulations and
policies relating to occupational safety and health and the environment; and
Performs other related duties as required.
Knowledge of:
Principles and practices of organization and administration; principles and practices
of program planning and emergency management; government organizations, operations,

and functions; federal, state, and local civil defense laws, rules, regulations, operations, and
objectives pertinent to the functional/specialty area assigned; community resources; report
writing; public relations.
Ability to:
Read, comprehend, interpret, and apply complex laws and regulations, policies, and
procedures and determine the potential impact on County policies and procedures,
departmental programs and services, inter-jurisdictional coordinative activities pertinent to
the functional/specialty area assigned; community resources; plan, develop, coordinate,
implement, and evaluate a program for the specific functional area assigned; formulate
plans and procedures; plan and organize the activities of large groups of people; understand
emergency response needs and assist in developing educational and training programs to
meet those needs; understand the functions of federal, state and local emergency
management programs; act decisively in emergencies; work with and motivate key
personnel in various governmental, businesses, and volunteer groups; communicate
effectively, orally and in writing; prepare clear and concise reports; establish and maintain
cooperative relationships with personnel of various public and private agencies; and
supervise others during disasters.
This is an amendment to the specification for the class, EMERGENCY MANAGEMENT
STAFF OFFICER, which was approved on July 30, 2018, effective December 1, 2017, and is
to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
EMERGENCY MANAGEMENT STAFF OFFICER
SR-24, BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in emergency or
disaster management, homeland security, public administration, business administration,
law enforcement administration, military science, economics, or a related field; and
four (4) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience involving one or more functional or mission areas of
emergency management: preparedness, response, recovery, mitigation and/or prevention or
protection.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up
to two (2) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in emergency or homeland security, public
administration, law enforcement, military science, or a related field or education credits in
emergency or homeland security, public administration, law enforcement, military science,
or a related field can be substituted for up to four (4) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.

B. Successful completion of semester credits specific to emergency or homeland
security, public administration, law enforcement, military science, or a related field
leading to a degree or diploma from an accredited community college, trades school,
college, or university (15 semester credits = 6 months).
A master’s degree or PhD in emergency or homeland security, public administration,
law enforcement, military science, or a related field may be substituted for the education
requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in emergency or homeland
security, public administration, law enforcement, military science, or a related field
leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or
university, may be substituted up to one (1) year of the specialized work experience
requirement (15 semester credits = 6 months).
B. A Master’s degree in emergency or homeland security, public administration, law
enforcement, military science, or a related field from an accredited college or
university may be substituted for one (1) year of the specialized work experience
requirement.
C. A Doctorate’s degree in emergency or homeland security, public administration, law
enforcement, military science, or a related field from an accredited college or
university may be substituted for one (1) year of the specialized work experience
requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
Special working Conditions: After hours, weekend, and holiday work as required.
