HomeMy WebLinkAbout2.228.1 EMERGENCY MANAGEMENT SENIOR STAFF OFFICER 20221129PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.228.1 Class Specifications for the Class: EMERGENCY MANAGEMENT SENIOR STAFF OFFICER SR-26, BU-13 Duties Summary: Under general direction, oversees and manages the day-to-day operations of the emergency management activities, including program implementation through subordinate professional staff; advises and assists with planning and coordinating the County’s emergency management program; acts as a principal advisor and resource to the agency administrator in these matters; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to oversee and manage the day-to-day operations of the emergency management activities for the Kaua‘i Emergency Management Agency and acts as a principal advisor and resource to the agency administrator. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position).  Oversees and manages the day-to-day operations of the emergency management activities, including program implementation;  Assists in overseeing the agency’s preparedness, response, recover and mitigation functions;  Plans and develops County’s associated programs and coordinates activities with Federal, State and County non-governmental partners;  Coordinates fund recovery efforts during declared disasters;  Coordinates with FEMA representatives and prepares and submits required documents;  Serves as the agency’s Deputy Homeland Security and Anti-terrorism Officer;  Prepares the agency’s annual budget; oversees the accounting, reporting and expenditures of the agency; PART I EMERGENCY MANAGEMENT SENIOR STAFF OFFICER 2 2.228  Responds to local disasters and emergencies, serving as a first responder on-call and in directing and coordinating civil defense operations prior to, during, and after alerts or disaster periods on a rotational basis;  Plans, and coordinates exercises involving training programs for the Kaua‘i Emergency Management Agency, County departmental emergency service personnel and representatives of other governmental agencies and private organizations, and volunteers;  Keeps abreast of Federal, State, and local laws and regulations related to emergency management;  Assists in developing and implementing county-wide disaster and emergency planning policies and procedures;  Participates in the review of agency’s personnel, inventory, and equipment requirements; recommends personnel actions including hiring, promotions, discipline, and terminations;  May represent the Emergency Management Agency to a variety of Federal, State, and local agencies;  Subject to on-call 24 hours, 7 days a week to respond to emergency operating center during emergencies or disasters; performs long hours of duty during emergencies or disasters;  Assumes duties in the absence of the Emergency Management Administrator; and  Performs other related duties as required or assigned. Knowledge of: Civil defense laws; principles and practices of organization; principles and practices of supervision; homeland security directives and policies; Federal legislation affecting civil defense administration at local level; geographic and topographic features of the Hawaiian islands; public relations; grant management including compliance of funding and financial reporting requirements; report writing; public relations. Ability to: Plan, organize, direct, coordinate, and review the work of subordinate staff; assimilate details, analyze problems, make sound decisions; act decisively in emergencies; work long hours during civil defense alerts and emergencies; serves as first responder on- call; organize and conduct meetings and conferences; establish effective working PART I EMERGENCY MANAGEMENT SENIOR STAFF OFFICER 3 2.228 relationships with representatives from other governmental agencies, community organizations, and various segments of the public. This is an amendment to the specification for the class, EMERGENCY MANAGEMENT SENIOR STAFF OFFICER, which was approved on November 14, 2018, effective October 16, 2018, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.228.1 Minimum Qualification Specifications for the Class: EMERGENCY MANAGEMENT SENIOR STAFF OFFICER SR-26, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in emergency or disaster management, homeland security, public administration, business administration, law enforcement administration, military science, economics, or a related field; and  four (4) years of specialized work experience.  one (1) year of supervisory work experience. Qualifying Specialized Work Experience: Professional work experience involving one or more functional or mission areas of emergency management: preparedness, response, recovery, mitigation and/or prevention or protection. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II EMERGENCY MANAGEMENT SENIOR STAFF OFFICER 2 2.228.1 Specialized professional work experience in emergency or homeland security, public administration, law enforcement, military science, or a related field or education credits in emergency or homeland security, public administration, law enforcement, military science, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to emergency or homeland security, public administration, law enforcement, military science, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in emergency or homeland security, public administration, law enforcement, military science, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in emergency or homeland security, public administration, law enforcement, military science, or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in emergency or homeland security, public administration, law enforcement, military science, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in emergency or homeland security, public administration, law enforcement, military science, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II EMERGENCY MANAGEMENT SENIOR STAFF OFFICER 3 2.228.1 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light Special working Conditions: After hours, weekend, and holiday work as required.
