Class Specifications for the Class:
WATERWORKS INSPECTOR II
SR-19, BU-03
Duties Summary:
Inspects various phases of a variety of waterworks construction projects to ensure
compliance with plans, specifications, and agreements of work; authorizes deviations from
plans and specifications during construction; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for independently inspecting various
waterworks construction projects. Positions in this class exercise some discretion in
authorizing deviations from plans and specifications or may be responsible for inspecting all
phases of waterworks projects of limited scope and complexity.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Inspects, examines, checks, and oversees the work of installing, fabricating, and
assembling waterworks projects such as buildings, structures, pipelines, reservoirs,
dams, tanks, wells, and water sources for conformance to plans, specifications and
other agreements of work;
• Inspects the installation of meters, waterlines, sewer lines and drain lines;
• Conducts pre-construction conference and coordinated the work among contractors,
governmental agencies, material suppliers and subordinate inspectors;
• Interprets plans and specification and resolves minor discrepancies; checks sub-
grades and laying of base course;
• Checks grades elevations to ensure compliance with plans and specifications;
• Inspects pile driving, reinforced steel, drainage, roads, concrete reservoirs, sewer
lines, manhole construction;
• Inspects pipes and fittings for soundness;

• Performs slump tests for concrete, pressure tests for pipelines and other tests as
required;
• Inspects street trenching and checks backfills;
• Reports defective materials to superior;
• Prepares records and submits progress reports, monthly estimates, test results and
field measurements and sketches of “As Built Plans”;
• Notes any deviation on plans and informs superior;
• May initiate change orders as required;
• Checks to see that safety practices are observed;
• Arranges for final inspections; checks for proper construction of water facilities in
subdivisions;
• Submits periodic progress reports on each construction project;
• May perform sub-professional and technical functions in support of professional
engineering activities;
• Prepares work orders and drafting of simple plans for pipelines, meters, and other
installations;
• Prepares cost estimates when required for pipelines, meters, and other related
waterworks installation or construction work; and
• Performs other related duties as assigned.
Knowledge of:
The methods, practices, materials, and tools used in the construction and installation
of pumping stations, treatment plants and appurtenances, reservoirs, water mains,
hydrants, storm drains, catch basins, bridges, pipelines, retaining walls and building, street,
or highway construction; plans and specifications relating to a variety of construction
projects; construction equipment and their proper use; accepted safety practices and
procedures.
Ability to:
Apply proper construction project inspectional methods and techniques; read and
interpret plans and specifications and apply them to specific cases; determine quality of
materials and workmanship through inspection and determine compliance with

make mathematical computations; make estimates of work accomplished by contractors;
keep records; prepare reports; deal tactfully and effectively with contractors and the
general public; give and follow oral and written instructions.

Minimum Qualification Specifications
for the Class:
WATERWORKS INSPECTOR II
SR-19, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• two and one half (2 ½) years of inspectional or investigative work experience
involving the enforcement of laws, ordinances and/or rules and regulations; and
• two and one half (2 ½) years of work experience related to pipeline installation or
other related waterworks construction or installation.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, trades school, may be substituted for up to four (4)
years of inspectional or investigative work experience involving the enforcement of
laws, ordinances and/or rules and regulations (15 semester credits = 6 months).
B. An Associate’s degree from an accredited community college, business, or technical
school, may be substituted for two (2) years of inspectional or investigative work
experience involving the enforcement of laws, ordinances and/or rules and
regulations.

C. A Bachelor’s degree from an accredited college or university may be substituted for
up to four (4) years of inspectional or investigative work experience involving the
enforcement of laws, ordinances and/or rules and regulations.
D. A Master’s or PhD degree from an accredited college or university may be substituted
for up to one (1) year of inspectional or investigative work experience involving the
enforcement of laws, ordinances and/or rules and regulations.
E. Successful completion of semester credits leading towards a degree or diploma in
plumbing, pipefitting, or a related field from an accredited community college, trades
school, may be substituted for up to four (4) years of pipeline installation work
experience (15 semester credits = 6 months).
F. An Associate’s degree in plumbing, pipefitting, or related field from an accredited
community college, business, or technical school, may be substituted for two (2)
years of pipeline installation work experience.
G. Possession of a valid State of Hawaii journey worker plumber’s license may be
substituted for one (1) year of pipeline installation work experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 of equivalent),
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be

established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class WATERWORKS INSPECTOR II,
which was approved as WATERWORKS INSPECTOR on October 28, 1971, amended on May
26, 2006, effective June 1, 2006, amended on July 14, 2022, and is to be substituted for
that specification.
