HomeMy WebLinkAbout6.249 SENIOR POOL GUARD 20230831PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.249 Class Specifications for the Class: SENIOR POOL GUARD SR-15, BU-03 Duties Summary: Supervises and participates in lifeguard duties to ensure the safety of patrons at a pool; manages an aquatic center or facility and plans, schedules, and supervises the work of pool guards and other assigned employees; plans, organizes and conducts the instructional and recreational activities; responsible for the maintenance and repair of the facilities; works with community groups and the public on program activities, scheduling, and resolving concerns regarding the center; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in lifeguard duties, to manage and supervise the program, activities, and maintenance of an aquatic center or facility, and to serve as liaison and work with community groups and the public on all matters regarding the center. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). •Supervises and establishes work schedules for pool guards and others assigned to pool to ensure proper coverage and the safety of the patrons; •Plans, coordinates, implements, and evaluates all programs and activities for the assigned facility; modifies and changes activities as appropriate; •Publicizes program and activities; maintains and prepares reports of activities and statistics on pool utilization; •Maintains liaison with the public and community groups to survey interests and to recruit volunteers and participants for activities; •Works with the public, other agencies, and county personnel in addressing issues and concerns regarding the pool and the scheduling of its use; •Enforces ordinances, laws, and safety regulations; watches over patrons at a public swimming pool to protect life and prevent accidents; PART I SENIOR POOL GUARD 2 6.249 • Performs rescues and resuscitations when necessary; administers first aid for injuries; • Conducts training classes and drills in lifesaving techniques including first aid, cardiopulmonary resuscitation, and use of lifesaving equipment; • Gives instructions in swimming, water safety, and in pool maintenance; • Assists in the planning and coordination and participates in county-wide aquatic activities; • Maintains, sets up and operates various pool equipment such as ramps and lifts for persons with disabilities, diving boards, lane lines, timing/scoring systems, etc.; • Inspects the pool and facilities and initiates maintenance work orders or request for safety and patron accommodation concerns; • Maintains and/or directs the maintenance of all equipment and supplies associated with the pool to ensure a safe and healthy environment for the public; • Maintains and oversees the maintenance of water quality to meet health standards and regulations; • Maintains proper storage and usage of hazardous chemicals, utilizing appropriate safety equipment as required; • Keeps daily records of activities relating to the maintenance of water quality; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision; techniques and methods of lifesaving; techniques of emergency life support including mouth-to-mouth and cardio-pulmonary resuscitation; first aid principles and practices; artificial respiration; methods and practices of filtering and purifying swimming pool water; cleaning methods and materials and equipment used; report writing. Ability to: Plan, assign, direct and review the work of others; swim, rescue persons from the water; administer first aid and CPR; recognize when ill or injured person require professional medical care; prepare clear and concise operational and incident reports; enforce regulations; conduct and instruct aquatic classes and activities; deal tactfully and effectively with the public; read and follow written instructions. PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.249 Minimum Qualification Specifications for the Class: SENIOR POOL GUARD SR-15; BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two (2) years of lifeguarding work experience. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II SENIOR POOL GUARD 2 6.249 License Requirement: Possession of a valid motor vehicle operator’s license, as required (Hawai‘i Type 3 or equivalent); and possession of the following valid certifications: 1)American Red Cross Lifeguard certification or equivalent; 2)American Red Cross Community Cardio-Pulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) for the Professional Rescuer Certificate, or certificate of completion of the American Heart Association Basic Life Support (BLS) for Healthcare Provider course, or equivalent; 3)American Red Cross Community First Aid and Safety Certificate or equivalent; 4)American Red Cross Water Safety Instructor Certificate or equivalent. (These certificates must be maintained on a current basis thereafter). Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Special PART II SENIOR POOL GUARD 3 6.249 This is an amendment to the specification for the class SENIOR POOL GUARD, which was approved July 15, 2008, effective July 1, 2008, amended on March 11, 2019, April 27, 2021, and on November 4, 2021, and is to be substituted for that specification effective February 1, 2023.
