Class Specifications for the Class:
FIRE FIGHTER II
SR-19, BU-11
Duties Summary:
Performs moderately difficult fire fighting assignments in a specialized line, support,
or inspectional activity area; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Fire Fighter I in that the Fire Fighter II performs
moderately difficult fire fighting assignments in a specialized line, support, or inspectional
activity area; whereas, the Fire Fighter I responds to fire alarms and other emergency calls
and independently performs fire fighting and rescue work to protect life and property.
This class differs from that of Fire Fighter III in that the Fire Fighter II performs
moderately difficult fire fighting assignments in a specialized line support or inspectional
activity area; whereas, the Fire Fighter III performs difficult and responsible fire fighting
assignments in a specialized line, support, or inspectional activity area.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
(Subject to rotation to any one of the following assignments):
Fire Rescue:
• Responds to emergency calls requiring searches for missing persons or those in need
of rescue from dangerous or hazardous situations;
• Conducts water searches and rescues from helicopter, jet skis, boats (to include jet)
or paddle board, using slings, harnesses, rescue basket, nets, buoys, and other
floatation gear;
• Swims long distances through surf to reach and rescue persons in distress;
• Operates a rescue boat as required;
• Dons diving gear for underwater searches of drowning victims or to locate and
retrieve lost articles and property;

• Hikes mountainous terrain packing rescue equipment;
• Cuts trails and clears areas to set up operations and for helicopter landings;
• Helps to extricate or evacuate persons, using lines, slings, harnesses, and rescue
basket;
• Rescues people in burning buildings and from cars involved in traffic mishaps, using
drills, hydraulic rescue tools, cutting tools and other tools to gain access;
• Revives drowning victims and persons overcome by fumes and smoke using
resuscitation methods and appliances;
• Administers first responder emergency medical aid to injured persons;
• Participates in fighting fires and in salvage overhaul work;
• Participates in maintaining all search and rescue and hazardous material and
equipment in good operating condition;
• Becomes familiar with shoreline and mountain terrain of the island of Kaua`i;
• Participates in and performs other duties applicable to fire company and station
operations;
• Establishes radio communications for the command officer with the alarm bureau
and responding fire and/or rescue units;
• May assist the command officer with matters of communications in emergencies,
including relaying instructions for deployment of equipment and personnel.
HAZMAT:
• As a member of the HAZMAT team, responds to emergency calls regarding hazardous
materials incidents on highways, commercial establishments, agricultural facilities,
and institutions;
• Assists in identifying, isolating, containing, and controlling hazardous materials;
• Assists in evacuation of unprotected personnel from hazardous areas;
• Coordinates and assists with the removal of the toxic materials;
• Assists with establishing decontamination facilities and coordinating the
decontamination of exposed persons;

• Assists in hazardous materials inspections of industrial, institutional, and commercial
facilities;
• Participates in classroom training, field drills and training sessions in firefighting,
hazardous material, first responder, decontamination methods and use of
specialized tools, equipment, and materials in mitigation of hazardous material
incidents;
• Under supervision, may train fire fighters in HAZMAT mitigation techniques;
• Participates in and performs other duties applicable to fire company and station
operations.
Knowledge of:
Firefighting and lifesaving principles, practices, methods and operations; the
purpose, use, operation and care of assigned equipment; first aid principles, practices and
techniques; fire safety, prevention and inspection principles, practices, methods,
procedures, codes, rules and laws; geography of the County of Kaua‘i; departmental rules,
regulations, policies and operating procedures; principles and practices of human and
public relations; chemistry of hazardous materials; principles, practices and procedures for
identifying, handling and containing hazardous materials; the purposes, uses, operations
and care of fire fighting, rescue and HAZMAT equipment; the incident command system
incorporated by the Fire Department in fire fighting, HAZMAT and rescue operation and
safety and decontamination practices, rules and regulations.
Ability to:
Apply firefighting, lifesaving, search and rescue principles, practices, techniques,
tools and equipment to actual situations; work at heights; withstand physical exertion and
perform arduous work under adverse conditions; act quickly and effectively in emergencies;
read and understand technical materials; understand and follow oral and written
instructions; apply hazardous materials, principles, practices, techniques, tools and
equipment to actual situations, and operate fire fighting, rescue and HAZMAT equipment
skillfully and safely.

This is an amendment to the specification for the class, FIRE FIGHTER II, which was
approved for the class FIRE RESCUE SPECIALIST on October 1, 1996, amended on February
20, 1997, amended and retitled on October 9, 2008, effective November 1, 2008;
amended on June 23, 2014, and September 11, 2015, amended on November 4, 2021,
and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
FIRE FIGHTER II
SR-19, BU-11
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and:
• three (3) years* of firefighting experience in the Kaua‘i Fire Department.
(*Includes time as a Fire Fighter Trainee)
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of education requirement (15 semester credits = 6
months).
C. An Associate’s, Bachelor’s or Master’s degree from an accredited community college,
college or university, trades school, etc., may be substituted for a high school
diploma or equivalent.
If a degree is used to substitute for the education requirement, it may not be used again
towards the experience requirement. If work experience is used to substitute for education,
it may not be used again to meet the experience requirement. If the applicant holds more
than one degree, transcripts must be provided, and a thorough review will be conducted by
the DHR staff in order for more than one degree to be credited towards the minimum
qualification requirements. Additional degrees can be considered if obtained independently
through mutually exclusive classes from another degree being considered. Substitutions will
be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that

he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent);
and possession of the following valid certifications:
1. First Responder Certificate or higher;
2. American Heart Association Cardio-pulmonary Resuscitation Certificate; and
3. United States Lifesaving Association (USLA) Aquatic Rescue Response Team
(ARRT) Certificate.
(These certificates must be maintained on a current basis thereafter).
For Fire Rescue assignment only: In addition to the licenses and certifications listed
under License Requirement, possession of the following valid certifications prior to
completion of probation:
1. Basic Open Ocean “SCUBA” Diving Certificate.
For HAZMAT assignment only: In addition to the licenses and certifications listed
under License Requirement, possession of the following valid certifications prior to
completion of probation:
1. National Fire Academy Certificates of Achievement for “Chemistries of
HAZMAT” and “HAZMAT Tactical Considerations” or equivalent accredited
certification; and
2. Hazardous Materials technical level training certificate.
(These certifications must be maintained on a current basis thereafter).
Special Requirement:
a) Certificates earned in conjunction with Fire Fighter training programs must be
maintained on a current basis, as applicable and for positions involved in
driving fire vehicles, compliance with the requirements of the Kaua‘i Fire
Department’s driver training program.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be

established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours, shift and weekend work, and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Special
This is an amendment to the specification for the class, FIRE FIGHTER II, which was
approved for the class FIRE RESCUE SPECIALIST on October 1, 1996, amended on February
