Class Specifications for the Class:
FIRE FIGHTER III
SR-21, BU-11
Duties Summary:
Performs difficult and responsible fire fighting assignments in a specialized line,
support or inspectional activity area; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Fire Fighter II in that the Fire Fighter III performs
difficult and responsible fire fighting assignments in a specialized line, support or
inspectional activity area; whereas the Fire Fighter II performs moderately difficult fire
assignments in a specialized line, support or inspectional activity area.
This class differs from that of Fire Captain in that the Fire Fighter III performs difficult
and responsible fire fighting assignments in a specialized line, support or inspectional
activity area; whereas, the Fire Captain commands and supervises a company of fire fighting
personnel on a regularly assigned shift or supervises and/or performs work relating to the
activities, functions and programs of a specialized unit.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
(Subject to rotation to any one of the following assignments):
Fire Apparatus Operator:
• Drives a pumper, ladder truck, or rescue apparatus to the scene of a fire or other
emergencies;
• Positions the emergency vehicle to provide maximum utility;
• Makes necessary hose connections;
• Regulates pumps to assure adequate water pressure;
• Operates ladder mechanism for effective fire fighting and/or rescue work;

• May operate radio equipment in maintaining communication with support units and
other agencies;
• May fight fires when instructed to or when apparatus is not being used;
• Administers first responder emergency medical aid to injured persons;
• Maintains fire fighting or rescue apparatus in operating readiness by fueling,
checking tires and batteries and making minor repairs and adjustments;
• Maintains apparatus performance records and reports need for servicing and repair;
• Performs salvage and clean-up work such as removing debris, loose beams,
floorings, excessive water and furnishings from buildings;
• Attends company drills and training sessions in fire fighting and rescue methods, use
of fire fighting and rescue equipment and tools, department policies, procedures, fire
codes, rules and regulations and laws;
• Participates in tours of fire district to study and become familiar with the location of
streets, buildings, water resources, standpipe connections, sprinkler connections and
fire escapes;
• May participate in fire safety inspections of buildings and premises and points out
hazardous conditions and practices to tenants and landlords;
• Keeps abreast of development in the field of fire safety by reading publications and
trade journals;
• May perform search and rescue assignments relative to persons in distress;
• Performs housekeeping and maintenance tasks in maintaining station buildings,
grounds, and equipment;
• Stands floor watch at the station;
• May instruct others in the proper duties of a Fire Fighter III;
• May demonstrate methods of fire fighting and rescue work and explain use of
equipment;
• May act as relief in the absence of superior officers;
• May perform mechanical and craft work in department maintenance activities.

Fire Service Trainer:
• Conducts and coordinates classroom and practical training in all aspects of fire
apparatus operations and/or Emergency Medical Services (EMS) which may include
driver training, principles and techniques of emergency response and operation of
pump, ladder and auxiliary equipment, first responder training and refresher
trainings, National Registry of Emergency Medical Technicians (NREMT) training and
refresher trainings, CPR training and refresher trainings;
• Assists in developing departmental programs and makes recommendations for
improvement;
• Evaluates progress of trainees in programs, identifies problem areas and makes
recommendations for improvement;
• Administers programs in accordance with applicable departmental training programs;
• Conducts upgrading, annual and certification tests;
• Maintains departmental certification and training records;
• Investigates and ascertains causes of vehicle accident and apparatus failures;
• Prepares appropriate reports and recommendations;
• Attends fleet safety conferences, seminars and other training;
• Schedules DOT medical examinations for all fire fighting personnel;
• Assists in conducting research on new fire and EMS apparatus and technology;
• Assists in developing specification for fire and EMS apparatus and related
equipment;
• Conducts and coordinates community based classroom and practical training;
• Responds to multiple company alarms to evaluate the performance of Fire Fighter
III’s and other employees operating fire apparatus;
• Evaluates safety practices and procedures;
• May assume responsibilities of the Training Officer in his absence.

Fire Prevention Inspector:
• Inspects schools, institutions and other public buildings such as hotels, residences,
businesses and storage buildings and structures to ascertain the presence of fire
hazards or violations of fire prevention and safety codes, regulations and laws;
• Inspects the adequacy of fire protection facilities, fire fighting equipment and fixtures
and provisions for emergency evacuation and signaling devices;
• Inspects manufacturing, processing and storage activities for proper installation and
handling of volatile and flammable materials;
• Advises property owners and occupants on fire hazards and recommends removal or
corrective action;
• Conducts inspections in cooperation with other government agencies engaged in
enforcing public health and safety requirements;
• Investigates the origin and determines the cause of fires by collecting evidence,
interviewing witnesses, obtaining expert observations, taking photographs and
making sketches;
• Participates in the planning, organizing and demonstrating fire prevention and safety
methods and practices to include the formation of fire brigades, emergency
evacuation and escape plans and use of fire fighting equipment;
• Keeps records and prepares reports of fire prevention and investigation activities;
• Issues citations for violations;
• Issues certificates of occupancy;
• Testifies at hearings and in court;
• May speak on fire prevention and safety;
• Participates in reviewing plans for new construction prior to issuance of a building
permit;
• May assist in instructing others in fire prevention inspections.
Knowledge of:
Fire fighting and lifesaving principles, practices, methods and operations; the
purposes, uses, operation and care of assigned equipment, including heavy motorized
equipment, as applicable; first aid principles, practices and techniques; breathing apparatus

and resuscitation equipment; fire safety, prevention and inspection principles, practices,
methods, procedures, codes, rules and laws; geography of the assigned area and the
location of fire hydrants and water resources; traffic laws and ordinances.
Ability to:
Understand and follow oral and written instructions; operate firefighting or rescue
apparatus expertly and safely; learn hydraulics; act quickly and effectively under adverse fire
and/or emergency conditions; understand the hardships and hazards connected with
firefighting and rescue work; read and understand technically written material, rules, and
regulations of the fire department; give first aid; use first-aid equipment and instrument;
work effectively with others.
This is an amendment to the specification for the class FIRE FIGHTER III,which was
approved on October 9, 2008, and effective November 1, 2008, amended on September
11, 2015, and June 16, 2016, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
FIRE FIGHTER III
SR-21, BU-11
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and:
• five (5) years* of firefighting experience in the Kaua‘i Fire Department.
(*Includes time as a Fire Fighter Trainee)
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of education requirement (15 semester credits = 6
months).
C. An Associate’s, Bachelor’s or Master’s degree from an accredited community college,
college or university, trades school, etc., may be substituted for a high school
diploma or equivalent.
If a degree is used to substitute for the education requirement, it may not be used again
towards the experience requirement. If work experience is used to substitute for education,
it may not be used again to meet the experience requirement. If the applicant holds more
than one degree, transcripts must be provided, and a thorough review will be conducted by
the DHR staff in order for more than one degree to be credited towards the minimum
qualification requirements. Additional degrees can be considered if obtained independently
through mutually exclusive classes from another degree being considered. Substitutions will
be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that

he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent);
and possession of the following valid certifications:
1. First Responder Certificate or higher;
2. American Heart Association Cardio-pulmonary Resuscitation Certificate; and
(These certificates must be maintained on a current basis thereafter).
For Fire Service Trainer (EMS) assignment only: In addition to the licenses and
certifications listed under License Requirement, possession of the following valid
certifications prior to completion of probation:
1. Hawai‘i State EMT-B or higher license;
2. NREMT-B or higher certificate; and
3. Basic Life Support (BLS) Instructor certificate.
(These certifications must be maintained on a current basis thereafter).
Special Requirement:
a) Certificates earned in conjunction with Fire Fighter training programs must be
maintained on a current basis, as applicable and for positions involved in
driving fire vehicles, compliance with the requirements of the Kaua‘i Fire
Department’s driver training program.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Special Working Conditions:
Irregular hours, shift and weekend work, and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Special
This is an amendment to the specification for the class FIRE FIGHTER III which was
approved on October 9, 2008 and effective November 1, 2008, amended on September 11,
2015, June 16, 2016, and on November 4, 2021, and is to be substituted for that
specification.
