Class Specifications for the Class:
PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST I
SR-20, BU-13
Duties Summary:
Performs assignments covering one or more functional areas within the County's
Housing program; and performs other related duties as required.
Distinguishing Characteristics:
This class involves responsibility for assisting higher-level housing program
specialists by performing various housing and community development functions on a
regular basis and as a primary work assignment; for example: tenant relations; interviewing
and evaluating applicants and tenants; tenant relocation; financial management; general
housekeeping and administrative services; rental and occupancy activities; or project
development and coordinative work. This class involves responsibility for independently
performing assignments covering the full range of housing and community development
tasks under general supervision and may supervise technician and clerical personnel.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Identifies real and personal property and establishes tenants' responsibilities
therefor;
Participates in on-the-job and other development activities;
Conducts special studies; prepares reports and recommendations on assigned
subjects;
Interviews, counsels, and provides over-all assistance to applicants of housing
projects;
Prepares project feasibility analysis with method of acquiring site control,
development schedule and budget and justifiable market projections;
May assist in the negotiations with architectural, engineering, planning, financial,
sales, property management, insurance and building firms and institutions to carry
out development of county housing projects, including responsibility for the

preparation of specifications and plans, preparation of contracts and securing
interim development funds;
Coordinates work done by the above to ensure timely progression of development
and verification of periodic payment request per contractual obligations and
coordinates various governmental approvals necessary;
Monitors builder's obligations during warranty period and evaluates the sequence of
events to produce more efficient operation for future projects;
Assists in settling disputes between tenant and landlord and refers to appropriate
agencies for resolution of disputes;
Inspects housing units in conformance with housing quality standards;
Prepares inspection reports citing deficiencies and recommends corrective
measures;
Maintains records and prepares reports as required;
Keeps abreast of program policies, requirements, schedules, and memoranda; and
Performs other related duties as assigned.
Knowledge of:
The principles, methods and techniques which apply to housing management;
federal, state and county laws, rules, regulations, policies and procedures governing public
housing; interviewing principles and techniques; property development; public and private
finances; principles, methods and techniques which apply to housing management;
sources of information concerning the renting or purchasing of homes; socio-economic
factors influencing human behavior; research methods and techniques; and report writing.
Ability to:
Read, comprehend, interpret, and apply rules, regulations, policies, and procedures
applicable to the various functional areas within the county's housing program; plan,
organize and coordinate work; obtain and analyze data; maintain records; present ideas
clearly, concisely, and effectively, orally and in writing; deal tactfully and effectively with
others.

This is an amendment to the specification for the class, PUBLIC HOUSING AND
DEVELOPMENT PROGRAM SPECIALIST I, which was approved on September 2, 1986,
amended on June 20, 2014, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PUBLIC HOUSING AND DEVELOPMENT PROGRAM SPECIALIST I
SR-20, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in public or business
administration, economics, psychology, sociology, political science, or a related field, and
two (2) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience which demonstrates a working knowledge of housing or
property management activities.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two

The following may be substituted for experience:

university, may be substituted up to one (1) year of the specialized work experience
requirement (15 semester credits = 6 months).

If a degree is used to substitute for the education requirement, it may not be used

education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.

Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
