HomeMy WebLinkAbout8.589 HEAVY VEHICLE & CONSTRUCTION EQUIPMENT MECHANIC TRAINEE 20231115PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.589 Class Specifications for the Class: HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC TRAINEE BC-08, BU-01 Duties Summary: Performs a variety of semi-skilled tasks in the repair and maintenance of the County of Kaua‘i’s fleet of heavy vehicle and medium and heavy construction equipment to increase knowledge of the trade and to develop skills for advancement to the journey level; and performs other related duties as required. Distinguishing Characteristics: Positions in this class are involved in selected phases related to the repair, maintenance, and overhaul of heavy vehicle and medium and heavy construction equipment as part of their training to develop the skills and knowledge required for the journey-level. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Diagnoses motor knocks, noises, and other mechanical failures, and under general supervision, disassembles diesel or gasoline engines; Under general supervision, inspects, removes, repairs, and replaces such parts as injection valves, cylinder heads, cylinder sleeves, pistons, rings, connecting rods, bearings, gaskets, etc.; Under general supervision, repairs and overhauls major units such as brake systems, transmissions, etc.; Receives on-the-job training to inspect, repair and overhaul complex hydraulic and electrical systems; Receives on-the-job training involved in the repair of various specialized mechanical parts or equipment such as crawlers tracks and drivers, winches, bulldozer blades, scoops, excavating and loading bucket chains, power take-off and control mechanisms, centrifugal pumps, ladder and articulating booms, conveyor belts, etc.; Operates various vehicles and equipment; PART I HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC TRAINEE 2 8.589 Under general supervision, may perform minor welding in connection with repair work; and Performs other related duties as required. Knowledge of: The basic components of automotive, diesel and/or heavy equipment technology; basic mechanical, electrical and hydraulic systems; basic analysis and modern diagnostic techniques; routine mechanical repairs and adjustments; common automotive parts and supplies; occupational hazards and standard safety practices and procedures; proper use of commonly used mechanic tools and diagnostic equipment; arithmetic. Ability to: Inspect, diagnose and repair a wide variety of mechanical, hydraulic and electrical components; learn the various work processes involved in the repair, maintenance and overhaul of heavy vehicles and construction equipment; read and interpret electrical wiring diagrams, service manuals and other reference materials; use appropriate tools and testing equipment; understand and follow written and oral instructions; communicate effectively both orally and in writing; keep simple records; establish and maintain effective working relationships. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.589 Minimum Qualification Specifications for the Class: HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC TRAINEE BC-08, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from a high school; and two and one half (2 ½) years of automotive repair experience under a journey level mechanic, or successful completion of apprenticeship training involving heavy vehicle and/or construction equipment repair work. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B.Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C.An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substitute for experience: A. Successful completion of semester credits leading towards a degree or diploma in Automotive Mechanics Technology or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of automotive repair experience under a journey level mechanic, or successful completion of apprenticeship training involving heavy vehicle and/or construction equipment repair work (15 semester credits = 6 months). B.An Associate’s degree in Automotive Mechanics Technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of automotive repair experience under a journey level mechanic, or successful completion of apprenticeship training involving heavy vehicle and/or construction equipment repair work. PART II HEAVY VEHICLE AND CONSTRUCTION EQUIPMENT MECHANIC TRAINEE 2 8.589 If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent); and any other licenses required by law. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
