HomeMy WebLinkAbout6.065 POLICE SERVICES OFFICER 20231124 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.065 Class Specifications for the Class: POLICE SERVICES OFFICER PO-05, BU-12 Duties Summary: Performs a variety of law enforcement, crime prevention, investigative or other specialized duties as a trainee police officer; attends police classes and receives intensive training in the principles, practices, procedures, and techniques of police work; independently patrols an assigned beat and performs a variety of law enforcement work as part of the training process; and performs other related duties as required. Distinguishing Characteristics: This class represents the entry level class for the Police Officer series. It is distinguished by its responsibility to perform a variety of law enforcement, crime prevention, investigative or other specialized duties as a trainee police officer. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Attends classes and receives instruction and training in various phases of police work and in a wide range of subject matter areas; • Receives on-the-job training by accompanying experienced police officers on foot and motor patrols; • Performs a variety of law enforcement duties under supervision of a senior officer or independently as part of training such as walking a beat, controlling traffic, enforcing traffic laws, conducting traffic and criminal investigations, making arrests, interviewing witnesses, victims and suspects or other suspicious characters and writing reports; • Safeguards persons and property and rendering first aid as required; • Serves warrants, subpoenas, and penal summonses; • Assists in transporting prisoners; • Prepares and assists in preparing reports of activities; PART I POLICE SERVICES OFFICER 2 6.065 • May testify in court; • Familiarizes self with general and special orders, administrative notices, police bulletins, and other materials; • Qualifies with small side arms; • May act in an undercover capacity; and • Performs other related duties as assigned. Knowledge of: Grammar, spelling, and word usage. Ability to: Learn and explain laws of arrest and pertinent local and state laws and ordinances; learn and apply police principles, practices, methods and techniques; learn job related computer applications; observe accurately and remember names, faces, numbers, incidents and places; think and act quickly in emergencies and judge situations and people accurately; learn standard police radio broadcasting procedures; understand and carry out verbal and written directions; establish and maintain cooperative relationships with those contacted in the course of work; learn the geographical area and community composition. This is an amendment to the specification for the class POLICE SERVICES OFFICER, which was approved on August 11, 1975, amended on June 19, 1992, September 18, 1997, November 1, 2002, July 22, 2004, December 28, 2011, and November 9, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.065 Minimum Qualification Specifications For the Class: POLICE SERVICES OFFICER PO-05, BU-12 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualifications for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. PART II POLICE SERVICES OFFICER 2 6.065 License Requirement: Possession of a valid motor vehicle operator's license (Hawai‘i Type 3 or equivalent) and the appropriate licenses or certificates as required of the position. Firearms Requirement: Must be qualified to carry and/or possess firearms or ammunition in accordance with State and federal laws, e.g., no misdemeanor or felony domestic violence conviction. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Special Working Conditions: Irregular hours, shift and weekend work and exposure to hazardous and obnoxious conditions as required. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. All candidates seeking employment as a Police Services Officer shall be at least twenty (20) years of age at time of application and twenty-one (21) years of age at time of appointment; have a correct ratio of weight to height; possess good eyesight, good physical condition, and agility according to the standards set forth by the County of Kaua‘i.
