Class Specifications for the Class:
ABSTRACTING &TAX MAPPING TECHNICIAN I
SR-13, BU-03
Duties Summary:
Performs moderately difficult mapping work in preparing and maintaining plans,
maps, tracings, and drawings; makes mathematical computations; assists in the review and
verification of moderately complex land documents and records and abstracts information
essential to determine title to real property; assists in maintaining permanent chronological
records including all files and databases; and performs other related duties as assigned.
Distinguishing Characteristics:
This class is the entry level of this series and is distinguished by its responsibility to
prepare tracings, preliminary plans and maps, simple final drawings, and maps; assist in the
preparation of finished plans; assist in the review of simple land documents to abstract
information essential to determine title; interests and land area to real property for
assessment purposes; and make mathematical computations under close supervision,
specific instructions and following established formulae.
Positions in the Abstracting & Tax Mapping Technician series are responsible for the
maintenance of the County's tax maps and related land title records. Positions conduct title
searches, verify land boundaries; and analyze land transaction documents to update and/or
prepare finished land maps with detail and features of all parcels in the County of Kauai.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Prepares tracings and drawings manually or with CAD/GIS systems following
relatively well-defined procedures;
Makes changes to maps and records based on verbal or written instructions or other
data;
Reviews and examines moderately complex legal documents, official records, and
land transaction documents to determine ownership, legal restrictions, and changes
that should be made to tax map records, land area, dimensions, descriptions of
property, etc.;

Conducts moderately difficult title searches and prepares reports;
Assists in preparing and revising detailed working drawings and digitized maps.
Retraces worn tax maps;
Plots center lines, topography, property, and right-of-way boundaries, etc.;
Makes related computations of distances, angles, curves, area, etc.;
Reduces and enlarges maps and plans;
Uses large format copier/scanner/plotter for scanning and/or printing copies of
maps, plans, documents, etc.;
Files maps, records, and plans;
Assists in maintaining records, files, and databases;
Assists in the review and verification of the accuracy of land boundaries, data, area,
ownership of property, etc.;
May plot such data onto digital and/or record maps and plans;
May prepare final drawings and tracings from survey data and working drawings
under close supervision;
May make field investigations to obtain supplementary data;
Maintains records, files, and databases;
Provides information to the public on matters relating to tax maps and
landownership; and
Performs other related duties as assigned.
Knowledge of:
Mathematics, including geometry and plane trigonometry particularly as applied to
the computations of distances, angles and area in the development of maps, plans and
descriptions; nomenclature and conventional symbols of drafting; drafting practices,
techniques, instruments and equipment; concepts and principles of CAD/GIS; database,
word processing, and spreadsheet programs; legal documents relating to land titles and
transactions; sources of information and material relating to land title searches; office
practices and procedures.

Ability to:
Use a personal computer; prepare maps, plans, drawings and tracings to required
scale neatly and accurately from rough sketches, preliminary designs, or written
descriptions; make mathematical computations using trigonometric and circular curve
calculations; do freehand lettering and sketching; analyze legal documents relating to land
titles and transactions; read and interpret maps relating to land titles; learn/understand
Hawaiian terminology in relation to land systems; learn/understand Hawaiian language or
phrases commonly used in regards to land transactions; learn the various operations,
characteristics, and capabilities of CAD/GIS software; learn new software programs; follow
oral and written instructions; work cooperatively and harmoniously with other employees
and agency personnel; deal tactfully and effectively with the public.

Minimum Qualification Specifications
for the Class:
ABSTRACTING &TAX MAPPING TECHNICIAN I
SR-13; BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
one (1) year of clerical experience, and
two (2) years of specialized work experience.
Qualifying Clerical Experience:
Work experience which involved the performance of a variety of clerical tasks and
demonstrated knowledge of office practices and procedures, and the ability to carry out
procedures in clerical work systems, and operate various kinds of office equipment including
computers, Microsoft Office, and other technologies.
Qualifying Specialized Work Experience:
Work experience involving one or a combination of the following: drafting, mapping,
CAD/GIS, or land title abstracting.
Substitutions Allowed:
The following may be substituted for education:
A.Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B.Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C.An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.

The following may be substituted for experience:
A.An Associate’s degree in Secretarial Science or Office, Administration and Technology
(OAT) from an accredited business school or community college may be substituted
for up to two (2) years of the clerical work experience requirement.
B.Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, business or technical school, college, or university
may be substituted for up to four (4) years of the clerical work experience requirement
(15 semester credits = 6 months).
C.A Bachelor’s degree in any field from an accredited college or university may be
substituted for up to four (4) years of the clerical work experience requirement.
D.A Master’s or PhD degree in any field from an accredited college or university may be
substituted for one (1) year of the clerical work experience requirement.
E.Successful completion of semester credits leading towards a degree or diploma in real
estate, business or public administration, economics, cartography, geography, drafting
or a related field from an accredited community college, trades school, may be
substituted for up to four (4) years of the specialized work experience requirement
(15 semester credits = 6 months).
F.An Associate’s degree in real estate, business or public administration, economics,
cartography, geography, drafting or related field from an accredited community
college, business, or technical school, may be substituted for two (2) years of the
specialized work experience requirement.
G.A Bachelor’s degree in real estate, business or public administration, economics,
cartography, geography, drafting or a related field from an accredited college or
university may be substituted for up to four (4) years of the specialized work
experience requirement.
H.A Master’s or PhD degree in real estate, business or public administration, economics,
cartography, geography, drafting or a related field from an accredited college or
university may be substituted for one (1) year of the specialized work experience
requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be
credited towards the minimum qualification requirements. Additional degrees can be
considered if obtained independently through mutually exclusive classes from another
degree being considered. Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
they have the ability to perform the duties of the position for which they are being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
