Class Specifications for the Class:
ABSTRACTING &TAX MAPPING TECHNICIAN II
SR-15, BU-03
Duties Summary:
Performs mapping work of average difficulty and complexity; makes mathematical
computations; analyzes and interprets complicated land documents, official records, and
abstracts information essential to determine title to real property; maintains records, files,
and databases; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform mapping work of average
difficulty and complexity; analyze and interpret complicated land documents and abstract
information essential to determine title, interests, and land area of property for assessment
purposes; maintain files and CAD (computer aided drafting) /GIS (geographic information
system) databases; etc.
Positions in the Abstracting and Tax Mapping series are responsible for the
maintenance of the County's tax maps and related land title records. Positions conduct title
searches, verify land boundaries; and analyze land transaction documents to update and/or
prepare finished land maps with detail and features of all parcels in the County of Kauai.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Prepares tracings and drawings manually or with CAD/GIS systems from rough
sketches according to general instructions and established standards;
Works from basic layouts, digital maps, preliminary plans, sketches, land documents
and general instructions; prepares or revises maps, plans, and drawings;
Reviews and examines complicated legal documents, official records, and land
transaction documents to determine ownership, legal restrictions, and changes that
should be made to tax map records, land area, dimensions, descriptions of property,
etc.;
Conducts title searches and writes summaries of land title information;

Plots new subdivisions from sources such as file plans, land court maps,
descriptions, deeds, etc., and performs related computation;
Works from basic layouts, digital maps, preliminary plans, sketches, land documents,
worn tax maps, and general instructions; and prepares or revises maps, plans, and
drawings;
Reviews and verifies accuracy of land boundaries, data areas, ownership of property,
etc.; and plots such data onto digital record maps and plans;
Conducts title searches in files, legal documents, and records, maps, etc. of other
agencies or departments;
Assigns new tax keys and makes reports of change(s);
Makes related computations of distances, angles, curves, area, etc.;
Operates a planimeter in taking area from a map;
Reduces or enlarges maps and plans;
Operates large format copier/scanner/plotter for scanning and/or printing copies of
maps, plans, documents, etc.;
Maintains records, files, and databases;
Provides information to the public on matters relating to tax maps and
landownership;
Assists in building the work of less experienced personnel in resolving more difficult
discrepancies between abstracted information and existing map records; and
Performs other related duties as assigned.
Knowledge of:
Mathematics, including geometry and plane trigonometry particularly as applied to
the computations of distances, angles and area in the development of maps, plans and
descriptions; nomenclature and conventional symbols of drafting; drafting practices,
techniques, instruments and equipment; general sources of information and procedures,
practices, and polices relating to the areas of assignment; operations, characteristics and
capabilities of various CAD/GIS software; concepts and principles of CAD/GIS; database,
word processing, and spreadsheet programs; legal documents relating to land titles and
transactions; sources of information and material relating to land title searches; Hawaiian

terminology in relation to land systems; Hawaiian language or phrases commonly used in
regards to land transactions; office practices and procedures.
Ability to:
Use a personal computer; prepare maps, plans, drawings and tracings to required
scale neatly and accurately from rough sketches, preliminary designs, or written
descriptions; make mathematical computations using trigonometric and circular curve
calculations; do freehand lettering and sketching; analyze legal documents relating to land
titles and transactions; read and interpret maps relating to land titles; learn new software
programs; follow oral and written instructions; work cooperatively and harmoniously with
other employees and agency personnel; deal tactfully and effectively with the public.

Minimum Qualification Specifications
for the Class:
ABSTRACTING &TAX MAPPING TECHNICIAN II
SR-15; BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
three (3) years of specialized work experience.
Qualifying Specialized Work Experience:
Work experience involving one or a combination of the following: drafting, mapping,
CAD/GIS, or land title abstracting.
Substitutions Allowed:
The following may be substituted for education:
A.Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B.Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C.An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A.An Associate’s degree in Secretarial Science or Office, Administration and Technology
(OAT) from an accredited business school or community college may be substituted
for up to two (2) years of the clerical work experience requirement.
B.Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, business or technical school, college, or university
may be substituted for up to four (4) years of the clerical work experience
requirement (15 semester credits = 6 months).

C.A Bachelor’s degree in any field from an accredited college or university may be
substituted for up to four (4) years of the clerical work experience requirement.
D.A Master’s or PhD degree in any field from an accredited college or university may be
substituted for one (1) year of the clerical work experience requirement.
E.Successful completion of semester credits leading towards a degree or diploma in
real estate, business or public administration, economics, cartography, geography,
drafting or a related field from an accredited community college, trades school, may
be substituted for up to four (4) years of the specialized work experience requirement
(15 semester credits = 6 months).
F.An Associate’s degree in real estate, business or public administration, economics,
cartography, geography, drafting or related field from an accredited community
college, business, or technical school, may be substituted for two (2) years of the
specialized work experience requirement.
G.A Bachelor’s degree in real estate, business or public administration, economics,
cartography, geography, drafting or a related field from an accredited college or
university may be substituted for up to four (4) years of the specialized work
experience requirement.
H.A Master’s or PhD degree in real estate, business or public administration,
economics, cartography, geography, drafting or a related field from an accredited
college or university may be substituted for one (1) year of the specialized work
experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be
credited towards the minimum qualification requirements. Additional degrees can be
considered if obtained independently through mutually exclusive classes from another
degree being considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
they have the ability to perform the duties of the position for which they are being
considered.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
