Class Specifications for the Class:
REFUSE COLLECTION EQUIPMENT OPERATOR
BC-10, BU-01
Duties Summary:
Operates and maintains an automated refuse collection vehicle equipped with a side
loader and a 28 cubic yard capacity compaction body to collect refuse on designated
collection routes; and performs other related duties as required.
Distinguishing Characteristics:
This class drives and operates, as a one-worker operation, an automated refuse
collection vehicle to collect refuse on designated mechanized collection routes.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Drives and operates an automated refuse collection vehicle to collect refuse from
homes and businesses on an assigned route;
Operates controls to secure, lift, empty and return specially designed refuse
containers at the curb;
Ensures adequate side and overhead clearance, reporting to supervisor obstacles
that interfere with the safe and efficient operation of the arm and the truck;
Repositions improperly placed containers at the desired location, emptying and
tagging container with special notice to the householder;
Tags containers that are improperly placed or filled with improper refuse as needed,
and notifies supervisor;
Reports damaged or defective refuse containers;
Drives loaded refuse truck to designated disposal facility and dumps load;
Cleans refuse body "clean out" after dumping every load;

Informs residents and property owners of rules, regulations, and procedures relating
to automated refuse collection and courteously answers questions and provides
explanations;
Issues notices to people failing to comply with ordinances pertaining to refuse
collection;
Reports problems and complaints encountered;
Prepares reports and records as required;
Performs daily pre and post trip inspections and makes minor emergency repairs as
necessary;
Reports major defects on pre and post daily inspection reports and notifies
supervisor and shop for repair;
Performs daily maintenance;
Submits vehicle accident, injury, and damage reports;
Washes and cleans truck weekly to include disinfecting refuse body and cleaning the
interior cab; and
Performs other related duties as required.
Knowledge of:
The operation, use, and capacity of the automated refuse collection vehicle; pertinent
laws, ordinances, rules, and regulations governing the operation of motor vehicles on streets
and highways; ordinances and departmental regulations pertinent to automated refuse
collection; hazards and safety precautions in operating the automated refuse collection
vehicle; maintenance needs of the vehicle and attachments.
Ability to:
Drive an automated refuse collection vehicle and operate appurtenant attachments
skillfully and safely; understand and explain the refuse ordinances and departmental
regulations as they relate to automated refuse collection; understand and observe traffic
laws and rules; make minor and emergency repairs to vehicle and attachments; prepare
reports and maintain records; understand and follow oral and written instructions; perform
manual and heavy labor; deal tactfully and effectively with the public; follow safety practices.

Minimum Qualification Specifications
for the Class:
REFUSE COLLECTION EQUIPMENT OPERATOR
BC-10; BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• one (1) year of specialized work experience in one (1) or a combination of driving,
maneuvering, and operating an automated refuse collection vehicle or the operation
and maintenance of motorized equipment representative of the Solid Waste Worker
II class which includes, but not limited to: o Automated Refuse Collection Vehicle equipped with a side loader and a 28
cubic yard capacity compaction body;
o Motor grader, scrapers, compactor with dozer blade, D-6, D-7, or D-8, and TD-
25c bulldozers; o Truck with dumpster of 6-cubic yard capacity and over;
o Truck-tractor-trailer with over 16-ton capacity; o Cranes, crawlers, or truck mounted or standard poser shovels with digging
attachments of less than ¾ cubic yard capacity; o Hydraulic cranes 5-tons and over; o Loaders/backhoes with bucket/scoop capacity of 1-cubic yard and over;
o Trenching machine over 5 feet in depth; o Dump trucks with rear double-axle to tow trailer;
o Tank trucks of 1,200 gallon and over capacity; o Rollers of 5-tons or over.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.

If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid commercial driver’s license (Type B) with applicable
endorsements; a current State of Hawaii Department of Transportation Medical Examination
Certificate; and any appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

This is an amendment to the specification for the class REFUSE COLLECTION
EQUIPMENT OPERATOR, which was approved on May 1, 2009, amended on December 15,
2021 and October 16, 2023, and is to be substituted for that specification.
