Class Specifications for the Class:
SOLID WASTE WORKER II
BC-10, BU-01
Duties Summary:
As a major work assignment, operates and maintains motorized medium-sized and
heavy equipment within the Division of Solid Waste Management by providing coverage in
the absence of regularly assigned Refuse Collection Equipment Operator, Equipment
Operator Ill, Equipment Operator II and Landfill Operator II; and performs other related
duties as required.
Distinguishing Characteristics:
Under general supervision, a position in this class is responsible for providing
coverage as an equipment operator at a Solid Waste facility and in the absence of regularly
assigned Refuse Collection Equipment Operator, serves as an operator as assigned for route
coverage to ensure waste removal for residential and commercial customers. Additionally,
provides coverage in the absence of Equipment Operator Ill, Equipment Operator II and
Landfill Operator II.
Equipment representative of this class includes, but is not limited to:
Automated Refuse Collection Vehicle equipped with a side loader and a 28
cubic yard capacity compaction body;
Motor grader, scrapers, compactor with dozer blade, D-6, D-7, or D-8, and TD-
25c bulldozers;
Truck with dumpster of 6-cubic yard capacity and over;
Truck-tractor-trailer with over 16-ton capacity;
Cranes, crawlers, or truck mounted or standard poser shovels with digging
attachments of less than ¾ cubic yard capacity;
Hydraulic cranes 5-tons and over;
Loaders/backhoes with bucket/scoop capacity of 1-cubic yard and over;
Trenching machine over 5 feet in depth;
Dump trucks with rear double-axle to tow trailer;
Tank trucks of 1,200 gallon and over capacity;
Rollers of 5-tons or over.

Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Drives and operates motorized medium-sized and heavy equipment skillfully and
safely;
Operates a variety of Solid Waste equipment for within the Solid Waste operations;
Hauls mixed waste and segregated greenwaste by operating a truck/tractor
combination high-capacity trailer;
Skillfully drives fully loaded high-capacity trailer to the designated disposal facility
and engages the trailer walking floor to discharge the load;
Skillfully couples, truck tractor with high-capacity trailer and maneuvers the trailer
into position for loading;
Operates and maintains an automated refuse collection vehicle equipped with a side
loader to collect refuse on designated collection routes;
Operates controls to secure, lift, empty and return specially designed refuse carts at
the curb;
Operates a 4,000 gallon or smaller water tanker to transport and apply water to
various areas of the landfill operation and also on the hauling route and at the
borrow source for cover material;
Skillfully maneuvers the tanker into position for filling at the water source;
Operates a heavy rear load refuse truck and attachments (truck) and supervises
refuse collectors in the collection and disposal of solid waste items; and
Performs other related duties as assigned.
Knowledge of:
Common methods, techniques, materials, and tools used in maintenance of Solid
Waste facilities, vehicles, and equipment; operation, use and capacity of automated and
standard refuse collection vehicles; pertinent laws, ordinances, rules, and regulations
pertinent to the operation of motor vehicles on streets and highway, and relative to the
automated refuse collection program; hazards and safety precautions relative to work
assigned.

Ability to:
Perform heavy manual labor under obnoxious conditions; deal tactfully and
effectively with the public; understand and follow written instructions; operate motorized
equipment representative of the class assigned skillfully and safely; understand and
observe traffic laws and rules; make minor and emergency repair to equipment and
attachments; follow safety practices.
This is an amendment to the specification for the class SOLID WASTE WORKER II,
which was approved on May 15, 2015, amended on September 16, 2015, and is to be
substituted for that specification.

Minimum Qualification Specifications
for the Class:
SOLID WASTE WORKER II
BC-10, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• one (1) year of work experience in the operation and maintenance of motorized
equipment representative of the class.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid appropriate Commercial Driver’s License with applicable
endorsement(s), current State of Hawai‘i DOT examination certificate, and any other licenses
or certificates required by law.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

which was approved on May 15, 2015, amended on September 16, 2015 and August 29,
2023, and is to be substituted for that specification.
