Class Specifications for the Class:
HUMAN RESOURCES MANAGER I
EM-01, BU-13X
Duties Summary:
Performs as a staff specialist in one of the major functional areas in the central
human resources agency with independent responsibility for handling and resolving the
most difficult and sensitive human resources problems that affect the management,
operation and organization of operating departments and agencies; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform as a staff specialist in the
central human resources agency and regularly carries out the most difficult and sensitive
assignments that generally impact on the management, operation and organization of
operating departments and agencies.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Serves as a subject matter staff specialist and conducts difficult and sensitive
assignments in one of the functional areas of human resources management;
• Recommends, formulates, and implements policies, practices, and procedures that
have countywide impact affecting the management, operation, and organization of
operating departments and agencies;
• Conducts in-depth research, analysis, and evaluation of human resources programs
and controversial issues; reviews existing practices; confers with counterparts in
other jurisdictions; compiles information; develops meaningful statistics and data in
support of findings; and prepares comprehensive reports with sound
recommendations;
• Attends meetings with department heads and other top-level personnel in a lead role
to discuss, advise on, and provide substantive input regarding major re-organizations
and other management proposals;

• Coordinates County of Kauai's human resources proposals and actions with human
resources departments of other jurisdictions and with appropriate union
representatives;
• Advises and recommends solutions to sensitive and unusual problems that require
extensive specialized knowledge, experience, and expertise in the subject matter and
related fields; and consults with the Office of the County Attorney as appropriate;
• Provides appropriate interpretations on policies, practices, procedures and actions to
employees and officials in the operating departments and agencies;
• Provides authoritative advice and staff assistance to operating officials and promotes
understanding and acceptance of the central agency's human resources
management programs;
• Analyzes and prepares recommendations on proposed legislation, rules, regulations,
and other matters;
• May supervise the work of lower-level professional specialists and assistants;
provides advice and assistance in areas subordinates may have difficulty with;
approves leaves and recommends other personnel actions such as hiring,
promotions, transfers, disciplinary actions, etc.; and
• Performs other related duties as required.
Knowledge of:
Basic principles relating to organization and management; principles, methodology,
and techniques, laws, and regulations pertinent and relevant to the human resources
specialty area assigned; research and statistical methods and techniques; report writing;
trends and developments in human resources management and public employment;
principles and practices of supervision.
Ability to:
Apply the principles, methods, and techniques of human resources and the
functional area assigned; interpret and apply pertinent laws and regulations; learn and
become knowledgeable about public administration, government organization and
functions, the merit principles and the merit system and philosophy, and departmental
policies and procedures; research data and prepare clear and concise reports with sound
evaluations and recommendations; develop and implement clear and concise reports with

This is an amendment to the specification for the class, HUMAN RESOURCES
MANAGER I, which was approved on December 27, 2011, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
HUMAN RESOURCES MANAGER I
EM-01, BU-13X
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in public
administration, business administration, political science, psychology, human resources, or
a related field, and
• four (4) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience in a specific human resources management functional
area which shall have included performance of complex assignments, providing advice and
recommendations to management, and/or developing program goals, policies, and
procedures.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in public administration, business administration,
political science, psychology, human resources, or a related field or education credits in
public administration, business administration, political science, psychology, human
resources, or a related field can be substituted for up to four (4) years of the bachelor’s
degree such as:

A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits specific to public administration, business
administration, political science, psychology, human resources, or a related field
leading to a degree or diploma from an accredited community college, trades school,
college, or university (15 semester credits = 6 months).
A Master’s or PhD degree in public administration, business administration, political
science, psychology, human resources, or a related field may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in public administration, business
administration, political science, psychology, human resources, or a related field
leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or
university, may be substituted for up to one (1) year of the specialized work
experience requirement (15 semester credits = 6 months).
B. A Master’s degree in public administration, business administration, political science,
psychology, human resources, or a related field from an accredited college or
university may be substituted for one (1) year of the specialized work experience
requirement.
C. A Doctorate’s degree in public administration, business administration, political
science, psychology, human resources, or a related field from an accredited college
or university may be substituted for one (1) year of the specialized work experience
requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
