HomeMy WebLinkAbout15A2008 HUMAN RESOURCES MANAGER III 20240123PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2008 Class Specifications for the Class: HUMAN RESOURCES MANAGER III EM-05, BU-13X Duties Summary: Plans, directs, and has immediate program responsibility for the activities of a division of the central human resources agency; coordinates and integrates activities with other divisions within the department; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to be division manager with immediate responsibility for a major functional area within the central human resources department required to plan and coordinate activities with other functional segments of the Department. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, directs, and coordinates the day-to-day activities of a division of the central human resources department; represents the County and department in deliberations on human resources matters of county wide concern; • Determines priorities and reviews, schedules, assigns, and reassigns work of subordinates; • Reviews, recommends, formulates, and implements policies, directives, and procedures; provides administrative interpretations; reviews, recommends, and implements changes in operating practices and procedures; • Plans and coordinates activities with other functional segments of the Department; • Plans, supervises, and reviews the work of subordinates; provides advice and assistance on problem areas; determines priorities and assigns/reassigns work to ensure compliance with deadlines; • Performs the most difficult and sensitive assignments; • Plans and coordinates special projects and studies; conducts research by developing background, reviewing pertinent sources and files, gathering data, analyzing information, developing alternatives, and making recommendations; PART I HUMAN RESOURCES MANAGER III 2 15A2008 • Assists in resolving problem cases and serves as team leader in projects of major scope; confers with operating officials and subject matter specialists and determines course of action, approach, and methodology in problem solving; • Participates in the orientation, training, and development of trainees and new employees in the functional area assigned; explains policies, practices, procedures, and actions to employees and officials in operating agencies and provides advice and staff assistance to operating officials and line to develop and improve the human resources practices and programs; • Testifies at Council, commission, board, and public meetings, and quasi-judicial hearings on matters relating to the County's human resources programs; • Consults with the Office of the County Attorney to ensure adherence to laws, rules, regulations, and contracts; • Prepares and justifies budgetary and management reports; • Analyzes and prepares recommendations on proposed legislation, rules, regulations, and other matters; • May dispose of routine matters requiring the Director's signature as authorized; and; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision and management; principles and practices of public administration and public human resources administration; merit system principles and philosophy; report writing; principles, methodology, and techniques, laws, and regulations pertinent and relevant to the human resources specialty area assigned; research and statistical methods and techniques. Ability to: Plan, coordinate, and review the work of others; interpret and apply the principles, methods, and techniques of human resources and the functional area assigned; develop and implement clear and succinct written policies and procedures; conduct and supervise studies and analyses of various human resources management problems; express ideas logically, both orally and in writing; prepare clear and concise reports and written communications; give and follow oral and written instructions; conduct the training of staff and formulate necessary internal guidelines therefore; establish effective relationships with County employees, officials, employees from other government agencies, union representatives, and the public. PART I HUMAN RESOURCES MANAGER III 3 15A2008 This is an amendment to the specification for the class, HUMAN RESOURCES MANAGER III, which was approved on December 27, 2011, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2008 Minimum Qualification Specifications for the Class: HUMAN RESOURCES MANAGER III EM-05, BU-13X Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public administration, business administration, political science, psychology, human resources, or a related field, and • four (4) years of specialized work experience; and • two (2) years of supervisory work experience. Qualifying Specialized Work Experience: Professional work experience in a specific human resources management functional area which shall have included performance of complex assignments, providing advice and recommendations to management, and/or developing program goals, policies, and procedures. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II HUMAN RESOURCES MANAGER III 2 15A2008 Specialized professional work experience in public administration, business administration, political science, psychology, human resources, or a related field or education credits in public administration, business administration, political science, psychology, human resources, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to public administration, business administration, political science, psychology, human resources, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A Master’s or PhD degree in public administration, business administration, political science, psychology, human resources, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in public administration, business administration, political science, psychology, human resources, or a related field leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in public administration, business administration, political science, psychology, human resources, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in public administration, business administration, political science, psychology, human resources, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II HUMAN RESOURCES MANAGER III 3 15A2008 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
