HomeMy WebLinkAbout1.447 DMV SERVICE REPRESENTATIVE I 20220222PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.447 Class Specifications for the Class: DIVISION OF MOTOR VEHICLE (DMV)SERVICE REPRESENTATIVE I SR-11, BU-03 Duties Summary: Performs DMV work which includes independently processing applications for initial registration and licensing of motor vehicles; processes applications and issues licenses for businesses and bicycles; independently processes applications and issues initial, renewal, and duplicate driver's and related licenses, permits, and civil identifications; reviews and examines various supporting documents in connection therewith; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its primary responsibilities to independently perform a variety of DMV work which includes , which includes independently processing applications for initial registration and licensing of motor vehicles; independently processes applications and issues licenses for business and bicycles; processes applications and issues initial, renewal, and duplicate driver's and related licenses, permits, and civil identifications; all of which require specialized and substantive knowledge of motor vehicle registration and driver licensing practices, requirements, laws, rules, and regulations. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Explains to applicants the procedural and legal requirements to obtain a State of Hawaii Classes 1 through 4 driver license; Processes applications and issues initial, renewal, and duplicate taxicab and pedicab operator's licenses; Advises applicants to procure, and subsequently reviews, necessary documents such as birth certificates, baptismal certificates, proof of financial responsibility, divorce decrees determining custody of minors, parental consent forms for minors, doctor's reports, and various others, so as to comply with applicable provisions of statutes and ordinances; Determines and collects fees charged and issues temporary licenses valid for ninety (90) days to applicants; PART I DMV SERVICE REPRESENTATIVE I 2 1.447 Accounts for licenses issued daily; Enters driver license information, queries, and purges the computer files; Types and sends notices to applicants requesting clarification of information found discrepant by the computer; Prepares replies to various correspondence inquiries and court subpoenas; Administers and corrects driver license tests, conducts eye examinations, books road tests, fingerprints applicants; Participates in motor vehicle control inspection license/permits issuance as necessary; Maintains files of license and permit applications; Explains to applicants the procedural and legal requirements regarding registration and licensing of motor vehicles, tipping fees, bus passes, certificates and licenses issued by the Treasury section; Refers to source materials and manuals to determine appropriate practice; Examines registration and ownership certificates and/or other substantiating evidence of motor vehicle ownership for adequacy; Computes and prorates necessary weight taxes and fees and issues receipts and certificates of registration and ownership; Participates in motor vehicle re-registration activities collects taxes and fees when required; Assumes responsibility for revenues received; Tallies and balances cash and all receipts; may prepare statistical reports for transactions; Keeps abreast of statutory licensing requirements; Answers telephones and responds to written inquiries concerning licensing, motor vehicle titling and registration; Assists in performing over-the-counter and cashiering work involved with the titling and registration of motor vehicles and financial transactions as needed; and Performs other related duties as required. PART I DMV SERVICE REPRESENTATIVE I 3 1.447 Knowledge of: Laws, ordinances, policies, procedures, rules and regulations, fundamentals and terminology relating to the issuance of State of Hawaii driver licenses and relating to motor vehicle registration and title practices; purposes, uses and requirements of common legal documents such as birth and baptismal certificates, proof of financial responsibility, divorce decrees determining custody of minors, parental consent forms, affidavits, contracts, bills of sale, powers of attorney, etc.; office practices and procedures; uses of a personal computer and other standard office equipment. Ability to: Deal tactfully and effectively with the public; understand and apply pertinent laws, ordinances, and regulations; keep records and maintain files; make arithmetic computations and compare names, numbers, and other information accurately; operate a computer and other office equipment. This is an amendment and re-titling the specification for the class DIVISION OF MOTOR VEHICLE (DMV)SERVICE REPRESENTATIVE I, which was approved as VEHICLE REGISTRATION & LICENSING (VRL) SERVICE REPRESENTATIVE I on January 24, 2022, and is to substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.447 Minimum Qualification Specifications for the Class: DIVISION OF MOTOR VEHICLE (DMV)SERVICE REPRESENTATIVE I SR-11, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and one (1) year of clerical experience; and one (1) year of work experience in motor vehicle registration, regulatory driver licensing or similar activities. Qualifying Clerical Experience: Work experience which involved the performance of a variety of clerical tasks and demonstrated knowledge of office practices and procedures, and the ability to carry out procedures in clerical work systems, and operate various kinds of office equipment including computers, Microsoft Office, and other technologies. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B.Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A.Successful completion of fifteen (15) semester credits of coursework with curriculum in clerical/office support/business technology and leading towards a degree, diploma or certificate from an accredited community college, business or technical school, including courses in English, clerical/office procedures, and mathematics, may be substituted up to two (2) years of the clerical work experience requirement (15 PART II DMV SERVICE REPRESENTATIVE I 2 1.447 semester credits = 6 months); this does not substitute for motor vehicle registration, regulatory, licensing or related activities. B.An Associate’s degree in Secretarial Science or Office, Administration and Technology (OAT) from an accredited business school or community college may be substituted for up to two (2) years of the clerical work experience requirement; this does not substitute for motor vehicle registration, regulatory, licensing, or related activities. C.A Bachelor’s degree in any field from an accredited college or university may be substituted for up to four (4) years of the clerical work experience requirement; this does not substitute for motor vehicle registration, regulatory, licensing, or related activities. D.A Master’s or PhD degree in any field from an accredited college or university may be substituted for one (1) year of the clerical work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II DMV SERVICE REPRESENTATIVE I 3 1.447 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
