HomeMy WebLinkAbout8.470 WASTEWATER PLANT OPERATIONS AND MAINTENANCE SUPERVISOR 20240129PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.470 Class Specifications for the Class: WASTEWATER PLANT OPERATIONS AND MAINTENANCE SUPERVISOR GF-13, BU-02 Duties Summary: Supervises, directs, and coordinates the operation, maintenance, and repair of the County-wide wastewater treatment plant activities; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its overall technical and administrative responsibility for the operation, maintenance, and repair of the County-wide wastewater treatment plant activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises, organizes, directs, and coordinates the installation, operation, repair, and maintenance of the wastewater treatment and disposal facilities and system for the County through subordinate supervisors; • Plans, directs and coordinates a preventive maintenance and quality control program; • Formulates work policies and procedures for personnel, facilities, equipment operation, etc.; • Receives and resolves complaints; • Inspects and reviews work to assure maximum performance and personnel and equipment utilization; • Prepares technical plans and specifications for equipment, projects and services contracted out to contractors, and inspects for compliance; • Participates in the preparation of the Division’s annual budget; • Develops and recommends new work methods, practices, and equipment; PART I WASTEWATER PLANT OPERATIONS AND MAINTENANCE SUPERVISOR 2 8.470 • Conducts investigations, and prepares reports and correspondence as required; • Plans and directs the training of subordinates and provides technical assistance to the same; • Subject to 24-hour call to advise subordinates on actions necessary in case of emergencies; • Directs the observance of safe work practices; • Participates in the interview and selection process of personnel; • Prepares and submits various operational reports; and • Performs other related duties as required. Knowledge of: Principles, practices and techniques of supervision; laws and regulations applicable to the operation of wastewater facilities; principles, procedures, and practices pertinent to the installation, maintenance, and repair of wastewater collection systems; proper operation and maintenance of motorized equipment and tools used in wastewater facilities; budget preparation; departmental policies and procedures; operational policies and procedures; occupational health and safety standards. Ability to: Plan, organize, coordinate, direct and inspect the work of subordinates; determine priorities; issue clear and concise oral and written instructions; review and interpret plans and designs prepared by engineers and contractors; conduct investigations and write reports and correspondence; train subordinates and provide technical assistance; act quickly and competently in emergencies; prepare budget requests; work under hazardous, obnoxious and unfavorable surroundings, recommend changes to operational practices and procedures; deal effectively with others. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.470 Minimum Qualification Specifications for the Class: WASTEWATER PLANT OPERATIONS AND MAINTENANCE SUPERVISOR GF-13, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • one (1) year of work experience in operating and maintaining various equipment and facilities at a wastewater treatment plant; and • four (4) years of supervisory work experience in operating and maintaining various equipment and facilities at a wastewater treatment plant. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II WASTEWATER PLANT OPERATIONS AND MAINTENANCE SUPERVISOR 2 8.470 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent), a valid State of Hawai‘i Wastewater Treatment Plant Operator (WWTPO) Grade IV certification, and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
