Class Specifications for the Class:
PLANNER VI
SR-26, BU-13
Duties Summary:
Supervises and participates in the development, analysis, and completion of
planning projects, or assumes project responsibility for major special purpose studies
requiring initial development and management and where assignments are of a creative
nature; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise and participate in the
development, analysis, and completion of planning projects or assumes project
responsibility for a major special purpose study.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Supervises and participates in conducting surveys and studies and developing plans
for phases of a general plan such as street and highway systems, layout of public
utilities, recreation, and school facilities;
• Supervises and participates in the preparation of maps, charts, preliminary designs,
and layouts;
• Supervises and participates in the preparation of planning goals, objectives, policies,
and standards;
• Supervises and participates in area development plans;
• Participates in determining the objectives, scope, planning methods, techniques,
standards, and other criteria utilized on planning projects and studies;
• Assigns work to subordinates participating in project studies and provides
instructions on procedures, techniques, and methods;
• Coordinates phases of projects and checks and reviews work of subordinates for
adequacy and completeness;

• Participates in Planning Commission meetings and public hearings by providing staff
assistance in highly technical subject matter areas;
• Keeps superior informed of status and progress of projects;
• Supervises and participates in preparing studies and reports relating to zoning;
• Supervises and participates in research studies and /or projects such as social and
economic conditions, population density, transportation facilities and land utilization;
• Meets with planning consultants, community groups, individuals, technical personnel
of County, State and Federal governmental agencies to present, receive and discuss
viewpoints and plans; and
• Performs other related duties as assigned.
Knowledge of:
The principles, practices, purposes, scope and techniques of the various phases of
public planning, and the preparation, maintenance and operation of a comprehensive plan
for the County of Kauai; trends in Federal, State and local planning as they affect community
planning; research methodology and statistical procedures; sources and uses of socio-
economic information; principles of capital improvement programming; laws and ordinances
relating to planning, zoning, land subdivision and redevelopment; principles and practices of
supervision.
Ability to:
Plan and supervise the work of subordinates; translate ideas and recommendations
into plans and drawings which are in conformance with laws and regulations, with the
General Plan and with the best social, economic and public interest utilization; collect,
analyze and interpret data pertaining to planning and zoning situations, and made effective
decisions and recommendations from these data; speak effectively to individuals and to
groups, and conduct investigations and meetings with property owners; prepare reports.
This is an amendment to the specification for the class PLANNER VI, which was
approved on November 16, 1970, amended on September 16, 1976, July 19, 2005,
September 10, 2013, and October 20, 2021, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PLANNER VI
SR-26, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
form an accredited college or university with a baccalaureate degree and as applicable for
specific specializations:
• five (5) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience which involved one (1) or a combination of the following:
• Architecture, engineering, or socio-economic research;
• County planning or related planning activities;
• Planning, development, and formulation of social or community action projects and
programs;
• Transportation planning which included the organizing and developing of transit
routes and/or engineering projects; or
• Coordinating and managing capital improvement construction projects which must
have included feasibility analysis, coordination of budgeting and cost studies, and
administration of engineering, architectural and other contractual requirements.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to four
(4) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor's, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or diploma
at an accredited community college, trades school, college, or university (15 semester
credits = 6 months of experience).
A Master’s or PhD degree may be substituted for the education requirement.

The following may be substituted for experience:
A. Successful completion of semester credits specific to planning, architecture,
engineering, public or business administration, or a related field leading towards a
Bachelor’s/Master’s/PhD degree from an accredited college or university, may be
substituted up to one (1) year of the specialized work experience requirement. (15
semester credits = 6 months).
B. A Master’s degree in planning, architecture, engineering, public or business
administration, or a related field from an accredited college or university may be
substituted for one (1) year of the specialized work experience requirement.
C. A Doctorate’s degree in planning, architecture, engineering, public or business
administration, or a related field from an accredited college or university may be
substituted for one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting selective certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and appropriate licenses or certificates as required of the position.

Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class PLANNER VI, which was
approved on November 16, 1970, amended on September 16, 1976, July 19, 2005,
September 10, 2013, and October 20, 2021, and is to be substituted for that specification.
