HomeMy WebLinkAbout2.430 PLANNER VII 20240131PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.430 Class Specifications for the Class: PLANNER VII SR-28, BU-13 Duties Summary: Supervises and coordinates several concurrent planning projects, studies, and activities with responsibility for a major functional segment of the total county planning program; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and coordinate several planning projects and studies existing simultaneously with responsibility for a major functional segment of the total county planning program. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises and assumes responsibility for planning projects, studies and activities relating to a major functional segment of the county planning program; • Plans, organizes, assigns and coordinates planning projects; • Supervises the preparation of maps, text material and data collection and analyses required to support, illustrate, and explain planning studies conducted; • Schedules and estimates time and manpower required to complete projects; • Coordinates the utilization of staff research personnel for basic data required in making planning determinations; • Reviews work -in- progress studies for timeliness and for completion in accordance with planning principles and policies; • Identifies the nature and scope of studies for completion by consultants and reviews same for adequacy and completeness; • Conducts and /or attends conferences with other agencies, community organizations and individuals in accomplishing planning objectives and programs; PART I PLANNER VII 2 2.430 • Discusses plans and recommendations and explains supporting data; and • Performs other related duties as assigned. Knowledge of: The principles, practices, purposes, scope, and techniques of the various phases of community planning; trends in Federal, State, and local planning as they affect community planning; research and sources and uses of socio-economic information; laws and ordinances relating to planning, zoning, land subdivision, and redevelopment; principles and practices of supervision. Ability to: Plan and supervise the work of subordinates; translate ideas and recommendations into plans and drawings which are in conformance with laws and regulations, with the General Plan, and with the best social, economic, and public interest utilization; organize and plan projects; make effective decisions and recommendations; speak effectively to individuals and to groups, and conduct investigations and meetings with property owners; prepare reports. This is an amendment to the specification for the class PLANNER VII, which was approved on July 19, 2005, amended on September 10, 2013 and October 20, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.430 Minimum Qualification Specifications for the Class: PLANNER VII SR-28, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation form an accredited college or university with a baccalaureate degree and as applicable for specific specializations: • six (6) years of specialized work experience. Qualifying Specialized Work Experience: Professional work experience which involved one (1) or a combination of the following: • Architecture, engineering, or socio-economic research; • County planning or related planning activities; • Planning, development, and formulation of social or community action projects and programs; • Transportation planning which included the organizing and developing of transit routes and/or engineering projects; or • Coordinating and managing capital improvement construction projects which must have included feasibility analysis, coordination of budgeting and cost studies, and administration of engineering, architectural and other contractual requirements. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to four (4) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor's, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months of experience). A Master’s or PhD degree may be substituted for the education requirement. PART II PLANNER VII 4 2.430 The following may be substituted for experience: A. Successful completion of semester credits specific to planning, architecture, engineering, public or business administration, or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement. (15 semester credits = 6 months). B. A Master’s degree in planning, architecture, engineering, public or business administration, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in planning, architecture, engineering, public or business administration, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting selective certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and appropriate licenses or certificates as required of the position. PART II PLANNER VII 5 2.430 Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class PLANNER VII, which was approved on July 19, 2005, amended on September 10, 2013 and October 20, 2021, and is to be substituted for that specification.
