HomeMy WebLinkAbout8.979.1 SOLID WASTE WORKSITE SUPERVISOR II 20240215PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.979.1 Class Specifications for the Class: SOLID WASTE WORKSITE SUPERVISOR II FII-10, BU-02 Duties Summary: Supervises and coordinates the collection and disposal of refuse and recyclables, involving manual curbside collection, automated curbside collection and/or transfer station activities; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and coordinate the work of various crews engaged in manual and automated curbside collection of refuse and recyclable materials and/or the work of crews engaged in transfer station activities through subordinate supervisors. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Plans, assigns, schedules, reviews and coordinates, through subordinate supervisors, the work of various crews engaged in curbside collections activities that involve manual and automated collection of refuse and recyclable materials and/or the work of crews engaged in transfer station activities; Makes assignments of personnel and equipment to accomplish work tasks; Sets up collection routes and workloads evaluating each to improve methods and services; Informs refuse collection subscribers of applicable rules, regulations, and ordinances; Instructs subordinates in proper operational practices and procedures and on improved work methods as it relates to transfer station and refuse collection operations; Supervises, manages and instructs subordinates in the operation, use and maintenance of personal protective equipment; PART I SOLID WASTE WORKSITE SUPERVISOR II 2 8.979.1 Enforces safety practices and determines need for training, conducting classes when necessary; Investigates complaints and takes corrective actions to resolve problems; Assists in evaluation of subordinates and investigates accident and injury reports; Coordinates schedules and staffing, assuring accuracy and compliance with pertinent contracts, agreements, work rules, etc.; Prepares work, vehicle, accident, workers' compensation and other records and reports; Operates a motor vehicle to transport personnel and equipment as required; and Performs other related duties as required. Knowledge of: Principles and practices of supervision; methods and procedures of refuse collection and disposal activities or refuse transfer station operations; proper methods and procedures of operating trucks and related motorized equipment; rules and regulations governing the collection and disposal of refuse and curbside recyclables; occupational hazards and safety principles applicable to the work; streets, roads and geography of the Island of Kaua‘i; collective bargaining agreement, Uku-Pau, and Automated Refuse Collection agreement provisions and work policies; sanitation standards and regulations for refuse collection and disposal; streets, roads, and geography of the island. Ability to: Supervise and review the work of subordinates; instruct and train employees in proper refuse collection and disposal methods, including those applicable to automated refuse collection; encourage safety practices and enforce safety rules; prepare and maintain reports; deal tactfully and effectively with employees and the public; give and follow oral and written instructions; effectively use computer applications related to the work, including Microsoft Office programs. This is an amendment to the specification for the class, SOLID WASTE WORKSITE SUPERVISOR II, which was approved as SOLID WASTE COLLECTION SUPERVISOR on December 5, 2008, and reinstated, retitled, renumbered, and amended on February 28, 2023, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.979.1 Minimum Qualification Specifications for the Class: SOLID WASTE WORKSITE SUPERVISOR II FII-10, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and four and one half (4 ½) years of work experience in manual and semi-skilled work involved in refuse transfer station or refuse collection activities which demonstrated knowledge of the operation of a truck tractor with trailer attachment, rear loading or automated refuse collection equipment, or other related motorized equipment, and two (2) years of supervisory experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained PART II SOLID WASTE WORKSITE SUPERVISOR II 2 8.979.1 independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
