HomeMy WebLinkAbout8.225 TRAFFIC SIGNS AND MARKINGS SUPERVISOR II 20240220PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.225 Class Specifications for the Class: TRAFFIC SIGNS AND MARKINGS SUPERVISOR II FII-09, BU-02 Duties Summary: Supervises, through subordinate supervisors, all activities involved in the fabrication, installation, replacement, and maintenance of traffic signs; the painting of traffic regulatory and street markings for all County streets and highways; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by the responsibility to supervise, through subordinate supervisors, all activities involved in the fabrication, installation, replacement, and maintenance of traffic signs, the painting of traffic signs, and the painting and maintenance of traffic regulatory and street markings. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises all activities involved in the fabrication, installation, replacement, and maintenance of traffic signs, the painting of traffic signs, and the painting and maintenance of traffic regulatory and street markings; • Coordinates, plans and lays out work for fabricating and installing traffic signs and painting pavement markings on streets and highways; reassigns employees to ensure optimum utilization of personnel and equipment; determines work priorities and establishes deadlines; • Inspects traffic safety signs, street signs, traffic lines and other markings to determine conditions and takes corrective action as necessary; • Reviews and inspects work operations and recommends and implements improvements as necessary; • Reviews and recommends changes to operational policies and procedures and assists in the implementation; • Oversees the inventory of supplies, equipment and materials; submits requests for additional supplies and equipment; supervises the proper handling, operation and TRAFFIC SIGNS AND MARKINGS SUPERVISOR II 2 8.225 maintenance of all materials, supplies, equipment, and tools including shop equipment and highway painting equipment; • Keeps time and material records of jobs and prepares reports; • Receives and investigates complaints from the public; recommends and takes corrective action; • Responds to emergencies and cooperates with Police, Fire, Emergency Management, and other agencies to ensure public safety on County roadways; • Works with the County Attorney in litigation cases; may represent section at depositions and trials when required; • Prepares performance evaluations of subordinate supervisors and of other employees with subordinate supervisors; recommends counseling and/or additional training; • Recommends staffing changes and personnel actions; participates in the interview and selection for promotions or vacancies; • Reviews and investigates personnel complaints and grievances; recommends resolutions, including disciplinary actions; and takes appropriate action. • Enforces safety rules, regulations, and practices; provides safety training for employees; and • Performs other related duties. Knowledge of: Methods, tools, and equipment used in applying paints and other painting material; methods of cleaning brushes and other painting equipment; methods of preparing surfaces for the application of paint and other coverings; common hand tools and their uses; methods, materials and equipment used in erecting and maintaining traffic signs; safety precautions and practices applicable to adverse field conditions such as traffic and weather; principles and practices of supervision. Ability to: Plan, assign, coordinate, supervise and review the work of subordinates; read and understand street plans; read and understand Traffic Code; inspect traffic signs and street markings and determine need for repairs and/or repainting; maintain records and prepare reports; estimate labor and material costs; work cooperatively and deal tactfully and effectively with other employees and the public; understand and carry out oral and written instructions. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.225 Minimum Qualification Specifications for the Class: TRAFFIC SIGNS AND MARKINGS SUPERVISOR II FII-09, BU-02 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and • three (3) years of specialized work experience, • one (1) year of journey level work experience as a sign painter, and • two (2) years of supervisory work experience. Qualifying Specialized Work Experience: Work experience as an apprentice or helper under a journey level painter or traffic marker which involved preparing various surfaces and applying coats of paint and other coatings by brush, roller, spray gun, and other means. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. TRAFFIC SIGNS AND MARKINGS SUPERVISOR II 5 8.225 If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
