Class Specifications for the Class:
PARK MAINTENANCE ADMINISTRATOR
EM-03, BU-13X
Duties Summary:
Plans, organizes, and directs activities involving the construction, maintenance,
repair and improvement of parks, playgrounds, recreational facilities, and civic complexes
within the County of Kaua'i; plans, organizes and directs a program involving the
beautification of parks, playgrounds, recreational and landscaped areas of the County; and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning, directing, and
coordinating activities relating to the construction, maintenance, repair, improvement, and
beautification of public parks and recreational areas and facilities.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, directs, and coordinates work involving the construction, maintenance, repair
and improvement of parks, playgrounds, and recreational areas;
• Directs the development, operation, maintenance and improvement of sports and
civic complexes, community park areas and other park and recreation equipment
and structures;
• Participates in determining long-range objectives and programs for the department
and directs the execution of approved programs and projects;
• Checks designs, plans and specifications of structures in relation to the maintenance
requirements of such structures;
• Inspects ongoing construction of buildings, sprinkler systems, fences, and other
structures for compliance to plans and specifications;
• Plans, directs, and coordinates the County beautification program to landscape and
beautify all County properties;

• Reviews and approves plans for landscaping, soil improvement and the general care
and beautification of grounds and premises of existing parks and recreational areas;
• Formulates procedures for the enforcement of park rules and regulations and for the
protection of parks and recreational areas;
• Formulates policies relating to operational procedures, personnel, facilities, and
equipment;
• Authorizes and approves requisitions and purchases of materials, equipment, and
supplies;
• Plans and coordinates purchasing, repair and maintenance services for tools and
equipment;
• Interviews and selects program personnel;
• Represents the Director at meetings, conferences and inspections pertaining to the
maintenance of parks and recreation areas and facilities;
• Prepares and administers the budget;
• Prepares reports and correspondence;
• Resolves complaints by the public;
• Organizes and conducts orientation and training programs; and
• Performs other related duties.
Knowledge of:
Principles and practices of supervision and public park administration; local
community parks and recreation standards, needs and problems; the layout and
construction of parks, playgrounds, and recreational areas; basic principles of landscaping;
basic methods, equipment and materials used in construction trades; occupational hazards
and safety practices; principles of budget preparation; public relations; report writing.
Ability to:
Formulate long-range objectives; plan, assign, schedule, review and coordinate the
work of a large number of employees; prepare and justify budget estimates; interpret and
explain laws, policies, procedures, rules and regulations; read and understand the basic
features of engineering and architectural plans, designs and specifications; supervise the
use of herbicides, insecticides and fertilizers; initiate and maintain an effective public
relations program; speak effectively before community groups; give clear and concise oral

and written instructions; prepare correspondence and reports; deal tactfully and effectively
with the public.
This is an amendment to the specification for the class, PARK MAINTENANCE
ADMINISTRATOR, which was approved on June 16, 2010, amended on December 18, 2018,
and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PARK MAINTENANCE ADMINISTRATOR
EM-03, BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in business or public
administration, parks & recreation, natural resource management, or a related field; and
• four (4) year of specialized work experience; and
• one (1) year of supervisory work expereince.
Qualifying Specialized Work Expreince:
Administrative work experience in soil and turf management and landscaping in the
care, maintenance, and beautification of parks or landscaped areas.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in business or public administration, parks &
recreation, natural resource management, or a related field or education credits in business
or public administration, parks & recreation, natural resource management, or a related
field can be substituted for up to four (4) years of the bachelor’s degree such as:

A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits specific to business or public
administration, parks & recreation, natural resource management, or a related field
leading to a degree or diploma from an accredited community college, trades school,
college, or university (15 semester credits = 6 months).
A Master’s or PhD degree in business or public administration, parks & recreation, natural
resource management, or a related field may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in business or public
administration, parks & recreation, natural resource management, or a related field
leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or
university, may be substituted for up to one (1) year of the specialized work
experience requirement (15 semester credits = 6 months).
B. A Master’s degree in business or public administration, parks & recreation, natural
resource management, or a related field from an accredited college or university may
be substituted for one (1) year of the specialized work experience requirement.
C. A Doctorate’s degree in business or public administration, parks & recreation, natural
resource management, or a related field from an accredited college or university may
be substituted for one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.

Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Department/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class, PARK MAINTENANCE
