HomeMy WebLinkAbout1.210 ACCOUNTING TECHNICIAN 20240305PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.210 Class Specifications for the Class: ACCOUNTING TECHNICIAN SR-15, BU-03 Duties Summary: Under limited supervision, performs technical accounting work in reconciling and monitoring specific accounting and fiscal functions; applies knowledge of regulations, statutes, procedures, and existing accounting system to determine propriety of actions; performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform technical accounting work, in reviewing, analyzing, and auditing of accounting data requiring application of extensive practical knowledge of accounting. Positions in this class apply many different and unrelated processes and procedures to solve a variety of problems. Positions in this class work with considerable independence in applying extensive knowledge of regulations, statutory requirements, procedures, and existing accounting systems to determine propriety of actions. They examine, monitor, and audit accounts and processes; analyze and verify the accuracy and completeness of accounting data quickly recognize errors and problems; identify sources of information; devise solutions; and makes decisions and takes action based upon program knowledge and precedent cases. Where no precedent cases exist, they reconstruct incomplete or missing files and devise more efficient methods for procedural processing. Performance of the work requires extensive personal contact with personnel in other departments as well as outside the County government. This class, however, does not perform work requiring the application of professional accounting knowledge and skills in situations such as (1) the handling of accounting problems and transactions of a complex, novel, and varied nature; (2) the review, development, improvement, and implementation of accounting, reporting, and controls systems; and/or (3) the preparation, analysis, and interpretation of complex financial statements, reports of financial operations and financial conditions, which characterize the professional Accountant series. PART I ACCOUNTING TECHNICIAN 2 1.210 Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Applies extensive practical knowledge of accounting in the review and analysis of accounting data; Acts as a resource in all matters pertaining to the functional area of expertise; Provides formal or informal training to other employees; Provides written or verbal interpretations of rules, regulations, processes, policies, and procedures pertaining to the functional area of responsibility to, employees, vendors, financial institutions, and the general public; Develops and recommends changes to and enforces rules, regulations, policies, and procedures within the activity; Drafts operational guides, forms, and other materials; monitors the maintenance and balancing of the accounting system; Resolves problems in balancing the system; Reviews and analyzes reports generated by the system for errors and inconsistencies; makes adjustments to correct discrepancies; Supervises account record keeping and other personnel engaged in maintaining financial data, records, and systems; Reviews the efficiency of clerical processes and compliance with prescribed record keeping procedures; Recommends improvements in procedures to reduce errors and processing delays; Resolves problems and complaints; Drafts memoranda, general circulars, and correspondence; Prepares reports, including both data and narrative reporting and interpretation; and Performs other related duties as required. PART I ACCOUNTING TECHNICIAN 3 1.210 Knowledge of: Basic accounting systems, policies, procedures, techniques, and methods used in reconciliation of accounts and auditing; central and departmental accounting policies, procedures, and requirements; standard accounting codes, classifications, and terminology pertinent to the work; applicable laws, rules, ordinances, policies, procedures, and guidelines; automated accounting systems; grammar, spelling, and word usage. Ability to: Apply various accounting methods, forms, and techniques; identify discrepancies in data and make corrections; read, understand, and explain manuals, laws, rules, ordinances, policies, procedures, and guidelines; collect and organize accounting data and interpret its significance; draft memoranda, letters, guidelines, and reports; operate various office equipment including computers; use proper grammar and spelling; work with and deal tactfully and effectively with government employees and the general public. This is an amendment to the specification for the class, ACCOUNTING TECHNICIAN which was approved on January 23, 2004, and April 1, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.210 Minimum Qualification Specifications for the Class: ACCOUNTING TECHNICIAN SR-15, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and • three (3) years of account recordkeeping work experience. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in accounting or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the account recordkeeping work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in accounting or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the account recordkeeping work experience requirement. C. A Bachelor’s degree in accounting or related field from an accredited college or university may be substituted for up to four (4) years of the account recordkeeping work experience requirement. PART II ACCOUNTING TECHNICIAN 2 1.210 D. A Master’s degree in accounting or a related field from an accredited college or university may be substituted for one (1) year of the account recordkeeping work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
