HomeMy WebLinkAbout2.211 RE-ENTRY PROGRAM ADMINISTRATOR 20240328PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.211 Class Specifications for the Class: RE-ENTRY PROGRAM ADMINISTRATOR SR-26, BU-13 Duties Summary: Coordinates, manages, and oversees the County of Kauai’s Re-Entry Program and allied projects; supervises a comprehensive multidisciplinary team in support of individuals transitioning from incarceration; and performs other related duties. Distinguishing Characteristics: This class is distinguished by its responsibility to develop and administer the County’s re-entry program and allied projects. The singular position will lead a team dedicated to building a re-entry system for individuals transition from incarceration that helps remove barriers for returning citizens and work directly with re-entry service providers to develop and implement policies that are reflective of the needs of the population. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Coordinates and manages the development and implementation of the County’s Re- Entry Program priorities, goals, objectives, and outcomes; • Identifies needs and seeks and obtains resources; • Continuously monitors and evaluates the efficiency and effectiveness of services provided and procedures by assessing and monitoring workload, reviewing, and identifying opportunities for improvement; • Participates in the selection, orientation, and training of program staff; • Supervises staff and/or subject matter experts engaged in providing support to individuals transitioning from incarceration; • Develops, revises, and evaluates program policies, procedures, and standards as necessary for the execution of the County’s Re-Entry Program; • Keeps abreast of current laws, rules, and regulations relevant to the Re-Entry Program; PART I RE-ENTRY PROGRAM ADMINISTRATOR 2 2.211 • Participates in researching funding opportunities, assists in researching and writing grant proposals, and assists with the program’s budget development, estimates, and justification related to the Re-Entry Program; • Engages and fosters new or existing relationships with community-based organizations and keep abreast on advancements and other work in the re-entry field; • Ensures stakeholders are kept abreast of program developments; • Prepares clear and concise reports and/or correspondence as needed; • Responds to and resolves difficult and sensitive citizen inquiries and complaints; • Presents at workshops, meetings, or community events as needed; and • Performs other related duties as assigned. Knowledge of: The criminal justice system; principles, practices and methods of program planning and development; pertinent Federal, State and County laws, codes and regulations; research and statistical methods and information sources; report writing; public relations; program management methods and techniques; principles and practices of public administration and budget preparation; effective organization and staff utilization; knowledge and understanding of department's programs and activities, operations, processes, regulations, goals and objectives, issues and concerns, policies and procedures. Ability to: Interact effectively with diverse people in different contexts and foster equity and inclusion through self-awareness, cultural sensitivity, and valuing others; research and analyze issues, data, reports and identify alternative solutions, project consequences of proposed actions and implement recommendations; plan, direct, organize, coordinate, implement and manage activities and operations for the development of new or revised programs, policies and procedures; estimate, prepare and administer budgets for studies and in managing projects; prepare clear and concise reports on complex issues; communicate effectively orally and in writing; develop and maintain effective working relationships with others; interpret and apply federal, state and local policies, laws and regulations. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.211 Minimum Qualification Specifications for the Class: RE-ENTRY PROGRAM ADMINISTRATOR SR-26, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public or business administration, psychology, social work, or a related field; and • four (4) years of specialized work experience; and • one (1) year of supervisory work experience. Qualifying Specialized Work Experience: Professional work experience providing supportive services which includes one (1) or a combination of the following: re-entry services, social services, social work, and/or workforce development as related to the responsibilities of this position. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II RE-ENTRY PROGRAM ADMINISTRATOR 2 2.211 Specialized professional work experience in public or business administration, psychology, social work, or a related field or education credits in public or business administration, psychology, social work, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to public or business administration, psychology, social work, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A Master’s or PhD degree in public or business administration, psychology, social work, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in public or business administration, psychology, social work, or a related field leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in public or business administration, psychology, social work, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in public or business administration, psychology, social work, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II RE-ENTRY PROGRAM ADMINISTRATOR 3 2.211 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
