HomeMy WebLinkAbout1.366 1.367 PROCUREMENT TECHNICIAN I & II 20240403PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.366 1.367 Class Specifications for the Class: PROCUREMENT TECHNICIAN I PROCUREMENT TECHNICIAN II SR-15, BU-03 SR-17, BU-03 Duties Summary: Assists in the development and preparation of procurement documents, and the conduct of bids for solicitations for goods, services, and construction in support of the County's centralized procurement program; and performs other related duties as required. Distinguishing Characteristics: These classes are distinguished by their responsibility to participate in substantive procurement program activities involving purchasing, leasing, management and/or sale of commodities and products on behalf of the County. Level I: Positions in this class assist with procurement through non-complex solicitations, conducting simple, recurring open-end or requirements contracts for commonly used goods. Assigned responsibility extends beyond the scope of clerical aspects but is limited by virtue of a limited scope of work and direct supervision by higher level staff on complex matters. Level II: Positions in this class assist professional staff with substantive support work involving details, follow-up, and coordination of procurement program activities. Work is performed independently and involves a wide variety of purchasing and procurement related functions, including maintenance and recordkeeping of surplus property, purchasing, accounting records and other purchasing program activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Assists in the property and timely disposition of surplus property, either by transfer, auction, or disposal; • Prepares and conducts telephone and written informal bids in compliance with small purchase policies and procedures of the County, State law and administrative rules; PART I PROCUREMENT TECHNICIAN I & II 2 1.366 1.367 • Conducts simple, recurring open-end or requirements contracts for commonly used goods; • Reviews and processes contract amendments; publicize solicitations; • Maintains the Purchasing Division's trust fund for deposits for plans and specifications, bid bonds, and performance and payment bonds; • Prepares bid tabulations, newspaper, and website publication notices, mailing of solicitations, distribution of contracts, etc.; • Participates in procurement training sessions; • Assists in interviewing of vendor representatives, researches and reviews new product specifications and manufacturer's publications, and attends manufacturer's product shows; • Produces purchase orders and reviews request for and processes change orders; • Explains small purchase procedures to user agencies and assists and directs user in requirements and use of the Purchasing and Inventory System to generate electronic requisitions; • Assists in processing of assigned contracts and contract amendments; • Prepares and maintains records and files of publication notices; • Assists with central mail service and maintains adequate postage stamp inventory in the event the mail and postage machine are inoperable; • Collects funds for deposits of cash on delivery (COD); • May provide notary service as requested; and • Performs other related duties as required. Knowledge of: Government purchasing principles, practices and procedures related to simple purchasing methods; applicable provisions of statutes, County Charter, and ordinances; market conditions and price trends of a variety of supplies, materials, and equipment; basic research principles, techniques, and methods; office practices and procedures. PART I PROCUREMENT TECHNICIAN I & II 3 1.366 1.367 Ability to: Understand and follow applicable purchasing contract and specification law, rules, regulations, policies, and procedures; use references to determine the quality and suitability of commodities and services; determine appropriateness of bids and recommend awards according to purchasing guidelines; review and evaluate contract and specification processing procedures and recommend improvements thereto; conduct effective interviews; establish and maintain good working relationships with others. This is an amendment to the specification for the class PROCUREMENT TECHNICIAN I & II, which was approved on June 30, 1998, amended on November 7, 2007, and is to be substituted for those specifications. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.366 1.367 Minimum Qualification Specifications for the Class: PROCUREMENT TECHNICIAN I PROCUREMENT TECHNICIAN II SR-15, BU-03 SR-17, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and for Level I: three (3) years of specialized work expereince. Level II: four (4) years of specialized work expereince. Qualifying Specialized Work Experience: Work experience which involved one (1) or a combination of the following business office principles and practices: bookkeeping, purchasing, supply, or account recordkeeping. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in business, finance, or supply management, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). PART II PROCUREMENT TECHNICIAN I & II 2 1.366 1.367 B. An Associate’s degree in business, finance, or supply management, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree in business, finance, or supply management, or a related field from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. D. A Master’s or PhD degree in business, finance, or supply management, or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II PROCUREMENT TECHNICIAN I & II 3 1.366 1.367 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
