Class Specifications for the Class:
BUILDING INSPECTOR II
SR-19, BU-03
Duties Summary:
Inspects the construction, alteration, or maintenance of all types of buildings and
structures, including multi-storied buildings, for compliance with the provisions of the
Building Code and other pertinent codes and ordinances, and for adherence to approved
plans and specifications; and performs other related duties as required.
Distinguishing Characteristics:
This is the journey worker level class in the Building Inspection series. This class
performs building inspections of all types of buildings and structures, including multi-storied
buildings.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Reviews and approves plans and specifications for building construction, alteration,
or maintenance, and issues buildings permits;
• Inspects buildings, signs, and similar structures to see that construction, alteration,
or maintenance work being done comply with the provisions of the building codes
and ordinances;
• Checks to see that buildings and structures are being constructed in a safe manner
and in accordance with approved plans and specifications;
• Checks the quality of materials and the methods of construction for all wood framing,
concrete work, steel erection, lathing, plastering, tile work, masonry, and similar
construction work;
• Inspects existing buildings to determine hazardous conditions, structural failures, or
need for maintenance or repair;
• Looks for construction projects or alterations being performed without building
permits;

• Investigates complaints concerning dangerous building conditions and illegal
alterations;
• Issues stop work orders when necessary;
• May gather evidence, facts, and witnesses for legal proceedings, and assists in the
prosecution of violators of building codes and ordinances;
• Maintains records of inspections made;
• Prepares reports;
• Provides information to owners, contractors, and the general public regarding
building codes, ordinances, and/or regulations;
• May inspect minor electrical and plumbing work during absence of respective
inspectors; and
• Performs other related duties as assigned.
Knowledge of:
The Kauai County Building Code and other pertinent codes and ordinances; standard
practices, methods, processes, materials, and tools used in building construction including
standard formulae of structural stability and safety; the accepted safety standards; the legal
procedures involved in enforcing building and zoning codes and ordinances.
Ability to:
Apply proper building inspection methods; read and interpret plans, specifications,
blueprints, building and zoning codes and ordinances, and apply them to specific cases;
enforce rules and ordinances with good judgement, firmness, and impartiality; detect poor
workmanship, inferior materials, and hazards of fire and defects; deal tactfully with building
contractors, work crews and the general public; prepare reports of inspections and
investigations; keep records.
This is an amendment and re-titling to the specification for the class BUILDING
INSPECTOR II, which was approved as BUILDING INSPECTOR on August 19, 1971, amended
on March 16, 2004, March 27, 2007, and on July 11, 2022, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
BUILDING INSPECTOR II
SR-19, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• t3 ½ years of work experience in inspecting or supervising building construction,
preparing and/or reading and applying plans and specifications.
• 1 ½ years of work experience relating to building code enforcement.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, trades school, may be substituted for up to four (4)
years of work experience in inspecting or supervising building construction, preparing
and/or reading and applying plans and specifications (15 semester credits = 6
months).
B. An Associate’s degree from an accredited community college, trades school, may be
substituted for up to two (2) years of work experience in inspecting or supervising
building construction, preparing and/or reading and applying plans and
specifications.

C. A Bachelor’s degree from an accredited community college, trades school, may be
substituted for up to four (4) years of work experience in inspecting or supervising
building construction, preparing and/or reading and applying plans and
specifications.
D. A Master’s or PhD degree from an accredited community college, trades school, may
be substituted for up to one (1) year of work experience in inspecting or supervising
building construction, preparing and/or reading and applying plans and
specifications.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent),
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment and re-titling to the specification for the class BUILDING
INSPECTOR II, which was approved as BUILDING INSPECTOR on August 19, 1971, amended
on March 16, 2004, March 27, 2007, and on July 11, 2022, and is to be substituted for that
specification.
