HomeMy WebLinkAbout6.130 BUILDING INSPECTOR I 20240408PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.130 Class Specifications for the Class: BUILDING INSPECTOR I SR-16, BU-03 Duties Summary: Inspects the construction, alteration or maintenance of buildings and structures of limited size and scope for compliance with the provisions of the Building Code and other pertinent codes and ordinances and for adherence to approve plans and specifications; and performs other related duties as required. Distinguishing Characteristics: This is class is distinguished by its responsibility to independently perform building code enforcement work with project responsibility and for inspecting buildings and structures of limited size and scope. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Inspects the construction, alteration and maintenance of residential, small commercial and industrial buildings, signs, and similar structures for compliance with the provisions of the building codes and ordinances; • Checks to see that buildings and structures are being constructed in a safe manner and in accordance with approved plans and specifications; • Checks the size and quality of materials and the methods of construction for all wood framing, concrete work, steel erection, lathing, plastering, tile work, masonry, and similar construction work; • Makes inspections of existing buildings to determine hazardous conditions, structural failures or need for maintenance or repair; • Looks for construction projects or alterations being performed without building permits; • Investigates complaints concerning dangerous building conditions and illegal alterations; PART I BUILDING INSPECTOR I 2 6.130 • Issues stop-work orders when necessary; • May gather evidence facts and witnesses for legal proceedings and assists in the prosecution of violators of building codes and ordinances; • Keeps records of inspections made; • Issues building permits; • Prepares reports; • Provides information to owners, contractors and others on building laws and regulations; • May assist higher level inspectors in the inspection of large and complex multi- storied buildings; • May inspect minor electrical and plumbing work during absence of respective inspectors; and • Performs other related duties as assigned. Knowledge of: The Kauai County Building Code and other pertinent codes and ordinances; standard practices, methods, processes, materials, and tools used in building construction including standard formulae of structural stability and safety; the accepted safety standards; the legal procedures involved in enforcing building codes and ordinances. Ability to: Apply proper building inspection methods; read and interpret plans, specifications, blueprints, building codes and ordinances and apply them to specific cases; enforce rules and ordinances with good judgment, firmness, and impartiality; detect poor workmanship, inferior materials and hazards of fire and defects; deal tactfully with building contractors, work crews and the general public; prepare reports of inspections and investigations; keep records. PART I BUILDING INSPECTOR I 3 6.130 This is an amendment and re-titling to the specification for the class BUILDING INSPECTOR I, which was approved as ASSISTANT BUILDING INSPECTOR on July 21, 1971, amended on March 27, 2007, and July 11, 2022, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.130 Minimum Qualification Specifications for the Class: BUILDING INSPECTOR I SR-16; BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • 3 ½ years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications (15 semester credits = 6 months). B. An Associate’s degree from an accredited community college, trades school, may be substituted for up to two (2) years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications. PART II BUILDING INSPECTOR I 2 6.130 C. A Bachelor’s degree from an accredited community college, trades school, may be substituted for up to four (4) years of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications. D. A Master’s or PhD degree from an accredited community college, trades school, may be substituted for up to one (1) year of work experience in inspecting or supervising building construction, preparing and/or reading and applying plans and specifications. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii type 3 or equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II BUILDING INSPECTOR I 3 6.130 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
