Class Specifications for the Class:
LIQUOR CONTROL INVESTIGATOR III
SR-21, BU-03
Duties Summary:
Supervises and participates in inspectional and investigative tasks relative to the
enforcement of liquor laws, rules, and regulations; conducts investigations regarding the
issuance, transferal and renewal of liquor licenses and permits; and performs other related
duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise and participate in
inspectional and investigative tasks relative to the enforcement of liquor laws, rules, and
regulations and conducts investigations regarding the issuance, transferal, and renewal of
liquor licenses and permits.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Supervises and conducts inspections and investigations relative to the manufacture,
importation, and sale of intoxicating liquors;
• Assigns and reviews the work of subordinate enforcement personnel on assigned
shifts;
• Makes special assignments to a team for stakeouts, surveillance of trouble spots,
and similar occasions;
• Checks on work progress and provides guidance, advice, instructions, and assistance
to subordinates as required;
• Participates in establishing work schedules and revises same to meet deviations due
to illnesses, vacations, and special project requirements;
• Recommends improvements in work methods and practices;
• Assists in training new employees;

• Conducts detailed investigations regarding the issuance, transferal, and renewal of
liquor licenses and permits;
• Investigates the applicant's background, character, personal history, and
qualifications to determine his fitness to exercise the license applied for;
• Interviews the applicants and other persons to obtain necessary data and
information;
• Reviews various records and papers to ascertain the applicant's financial status and
stability, and to assure that there are no undisclosed interests involved in the
proposed business;
• Reviews building plans or proposed establishments, tax maps, and other related
documents to verify that building, health, zoning, and other requirements have been
complied with;
• Checks description of proposed premises, equipment, and surrounding conditions for
obvious inconsistencies with licensing requirements;
• Compiles and verifies data on businesses, schools, churches, parks, and other
existing liquor establishments in proximity to the proposed business;
• Makes preliminary and final inspections of premises to assure that nature and extent
of proposed and final construction are consistent;
• Interprets, explains, and clarifies applicable liquor laws and rules, and resolves minor
discrepancies with applicant;
• Investigates possible fraud or deception in applications and reports on same to the
Liquor Control Commission;
• Reviews requests for structural alterations and changes, and recommends their
approval or denial;
• Compiles and tabulates statistical data;
• Serves subpoenas to witnesses, and testifies before the Liquor Control Commission
or in court;
• Prepares and submits reports;
• May exercise power of arrest as circumstances warrant; and
• Performs other related duties as assigned.

Knowledge of:
Laws, rules and regulations governing the manufacture, importation, and sale of
liquors in the County of Kauai; trade and business practices of the wholesale and retail
liquor industry; principles and techniques of inspection and investigation applicable to the
work involved; standard methods used by business establishments for keeping records;
rules of legal evidence and laws of arrest; court procedures; functions and jurisdiction of
other enforcement agencies; principles and practices of supervision.
Ability to:
Interpret and explain laws, rules, and regulations; meet and deal effectively with a
wide variety of people and elicit necessary information; understand and analyze business
records; gather, verify, and evaluate facts and evidence; prepare clear and concise reports;
assign, supervise, and review the work of others.
This is an amendment to the specification for the class, LIQUOR CONTROL
INVESTIGATOR III, which was approved on May 26, 1971, amended on January 7, 1998,
amended on August 26, 2021, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
LIQUOR CONTROL INVESTIGATOR III
SR-21, BU-03
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• three and one half (3 ½) years of specialized work experience; and
• two and one half (2 ½) years of work experience in a liquor law enforcement
program.
Qualifying Specialized Work Experience:
Work experience which involved the examination, interpretation, and/or application
of laws, ordinances, rules and regulations, and/or policies and procedures.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, trades school, may be substituted for up to four (4)
years of the specialized work experience requirement (15 semester credits = 6
months).

B. An Associate’s degree from an accredited community college, business, or technical
school, may be substituted for two (2) years of the specialized work experience
requirement.
C. A Bachelor’s degree from an accredited college or university may be substituted for
up to four (4) years of the specialized work experience requirement.
D. A Master’s or PhD degree from an accredited college or university may be substituted
for up to one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
Special Working Conditions: Irregular hours, shift, weekend, and holiday work as
required.

amended on August 26, 2021, February 12, 2024, and is to be substituted for that
specification.
