HomeMy WebLinkAbout6.307.1 SUPERVISING WATER SERVICE INVESTIGATOR 20240417 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.307.1 Class Specifications for the Class: SUPERVISING WATER SERVICE INVESTIGATOR SR-20, BU-04 Duties Summary: Supervises leak detection, field meter testing, and field investigation activities; conducts special projects as assigned; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise a water investigation program consisting of leak detection, field meter testing and field investigation of complaints. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, assigns, and reviews the work of subordinates engaged in the conduct of field investigations of abnormalities in water supply, water service complaints and problems, and inspections of water services for compliance with rules and regulations governing the delivery of water service to consumers; • Participates in the most difficult investigative and inspection work that requires a thorough knowledge of the island-wide water system and complex plumbing systems; • Reviews and analyzes “as-built” or existing construction plans and specifications to depth and characteristics of pipes and appurtenances, pump facilities, rights-of-way, reservoirs, and sources; • Prepares reports, records, and correspondence relating to investigations and inspections conducted and corrective action taken; • Assists in planning, organizing, and coordinating the water service investigation program; • Assists in developing investigational and inspectional techniques and procedures; • Reviews investigative and inspectional reports submitted by subordinates for PART I SUPERVISING WATER SERVICE INVESTIGATOR 2 6.307.1 completeness, accuracy, and adequacy; • Coordinates work of units with other divisions, utility companies, and affected individuals; • Serves as the department’s technical consultant on matters relating to water service investigation; provides technical advice to large water users such as hotels, condominiums, and industrial and commercial establishments, and developers, contractors, and consultants; • Explains results of investigations to customers; • Keeps abreast of current practices relating to water service investigations; • Prepares and evaluates personnel and budget requirements; • Prepares work orders, cost estimates, and reports; and • Performs other related duties as assigned. Knowledge of: Principles and practices of supervision and public relations; rules, regulations and policies governing water service to consumers; water service investigation techniques and procedures; characteristics of various water distribution and service systems; operation, maintenance and repair of distribution and piping systems and facilities; principles of hydraulics as they apply to water distribution systems, consumers' piping systems, plumbing fixtures and appliances; operation, maintenance and use of various investigational instruments and devices; report writing. Ability to: Plan, assign, schedule, and supervise the work of subordinates; review, revise, and develop operating procedures and practices; analyze causes of water service malfunctions in distribution mains and other intricately designed piping systems; read interpret, and work from construction plans; use various investigational instrument sand devices; review maps and analyze investigative reports prepared by subordinates; prepare clear and concise reports; give oral and written instructions; interpret and explain pertinent rules, regulations, and policies; maintain effective working relationships with fellow employees and others; deal tactfully and effectively with the public. PART I SUPERVISING WATER SERVICE INVESTIGATOR 3 6.307.1 This is the first specification for the class SUPERVISING WATER SERVICE INVESTIGATOR. Approved: April 17, 2024 (date) ANNETTE L. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.307.1 Minimum Qualification Specifications for the Class: SUPERVISING WATER SERVICE INVESTIGATOR SR-20, BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • one and one half (1 ½) years of specialized work experience; • three (3) years of experience in water service investigation or related activities; and • one (1) year of supervisory work experience. Qualifying Specialized Work Experience: Work experience which involved the examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. PART II SUPERVISING WATER SERVICE INVESTIGATOR 2 6.307.1 The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. D. A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i type 3 or equivalent) and any appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II SUPERVISING WATER SERVICE INVESTIGATOR 3 6.307.1 Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
