Class Specifications for the Class:
REAL PROPERTY COMPLIANCE SPECIALIST III
SR-20, BU-13
Duties Summary:
Ensures compliance with real property tax codes, rules, and ordinances; conducts field audits and assessments of properties with a wide variety of exemptions and dedications to verify the accuracy of taxpayer records; makes appropriate adjustments in exemption and dedication amounts/percentages; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for ensuring compliance with real property tax codes, rules and ordinances; conducting field audits and assessments of properties with a wide variety of exemptions and dedications, including those considered to be difficult and complex; and making appropriate adjustments in exemption and dedication amounts/percentages to reflect the correct tax liability for each property.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Gathers information through field audits and assessments for a wide range of assignments; • Inspects and collects data on the design, physical, and functional aspects of specified land and building(s) to verify use as it relates to existing exemptions and dedications;
• Conducts personal interviews; contacts landlords, occupants, building contractors, developers, fee appraisers, brokers, property managers, accountants and others to collect, verify information and substantiate exemptions and dedications;
• Searches in files, records, codes, ordinances, and laws to ascertain whether
violations exist;
• Analyzes information gathered and exercises judgment in making adjustments to
existing home and disability exemptions and dedication amounts. May remove or
disqualify existing exemptions, if deemed appropriate;
• Processes, analyzes and correlates data collected for systematic mass assessment purposes;

x Prepares written reports of findings and recommendations;
x Prepares supporting sketches, maps, statistical spreadsheets, and other reports as
needed;
x Processes, prepares and replies to taxpayer's inquiries concerning existing home and
disability exemptions;
x Interprets and explain laws, requirements, regulations, policies, and procedures;
x May testify as a witness at tax appeal hearings or in court proceedings on matters relating to exemptions and dedications;
x May supervise the work of lower level subordinates as assigned; and
x Performs other related duties as required.
Knowledge of:
Real property laws, ordinances, rules and regulations governing the County’s tax relief programs; sources of information pertinent to the assessment of residential and
disability exemptions; real estate practices and terminology; methods and techniques for evaluating and analyzing facts and information; report and letter writing; research and
statistical methods and techniques; interviewing practices and techniques; mathematics; and principles and practices of public and human relations.
Ability to:
Collect and organize data involving real property exemptions and dedications;
analyze and evaluate facts and make sound decisions based thereon; interpret and apply
real property tax laws and related rules, codes and ordinances; write clearly and concisely;
follow verbal and written instructions; perform mathematical computations; deal effectively
with others.
This is the first specification for the new class, RREAL PROPERTY COMPLIANCE
SPECIALIST III.

Minimum Qualification Specifications
for the Class:
REAL PROPERTY COMPLIANCE SPECIALIST III
SR-20, BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from on accredited college or university with a baccalaureate degree in real estate, business
or public administration, economics or a related field and:
• two (2) years of experience applying the provisions of tax codes, rules and ordinances
in the review and approval of applications for home and disability exemptions and
dedications, or in the conduct of field audits and assessments of properties with
home and disability exemptions and dedications to ensure equity and fairness in the
taxation of residential properties.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in real estate, business or public administration,
economics, or a related field or education credits in real estate, business or public
administration, economics, or a related field can be substituted for up to four (4) years of
the bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits specific to real estate, business or public
administration, economics, or a related field leading to a degree or diploma from an

accredited community college, trades school, college, or university (15 semester
credits = 6 months).
A Master’s or PhD degree in real estate, business or public administration, economics, or a
related field may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in real estate, business or public
administration, economics, or a related field leading towards a Bachelor’s, Master’s,
or PhD degree from an accredited college or university, may be substituted for up to
one (1) year of the work experience requirement (15 semester credits = 6 months).
B. A Master’s degree in real estate, business or public administration, economics, or a
related field from an accredited college or university may be substituted for one (1)
year of the work experience requirement.
C. A Doctorate’s degree in real estate, business or public administration, economics, or
a related field from an accredited college or university may be substituted for one (1)
year of the work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.

Departments/Agencies requesting selective certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class REAL PROPERTY COMPLIANCE
SPECIALIST III, which was approved on January 12, 2021, and is to be substituted for that
specification.
