HomeMy WebLinkAbout6.219 ASSISTANT ELECTRICAL INSPECTOR 20240523 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.219 Class Specifications for the Class: ASSISTANT ELECTRICAL INSPECTOR SR-16, BU-03 Duties Summary: Inspect, test, and examine electrical installations and equipment in buildings and structures of limited size and scope for compliance with plans and specifications, electrical codes and other pertinent ordinances and accepted safety standards; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to inspect, test, and examine electrical equipment and installations in buildings of limited size and scope for compliance with the County electrical code and adherence to plans specifications; inspections are primarily of limited scope. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • May review applications for electrical permits, checks and verifies information recorded on application with related building permits on file, and verify permit fees according to established rate schedule; • Reviews less complex electrical plans to determine whether proposed wiring and equipment meet code requirements; • Notes appropriate permit fees according to established rates; • Inspects electrical installations and equipment of limited size in existing and new residential and small commercial and industrial buildings for compliance with the provisions of the County electrical codes and ordinances, and with the National Electrical Codes; • Checks type, size, and number of wires, boxes, outlets, and conduits being installed; • Checks load on feeder lines by conducting necessary tests; • Checks wiring of appliances and equipment; PART I ASSISTANT ELECTRICAL INSPECTOR 2 6.219 • Issues correction notices, stop work orders, notices of violations, orders, and follows up to see that violations are corrected; • Makes recommendations to electrical contractors or owners concerning the correct methods of installing electrical wiring or equipment; • Rejects or approves electrical installations and issues certificates of approval when work is approved in its final phases; • Inspects installation of solar water heater and photovoltaic systems for compliance with County Codes, National Electrical Codes, engineered plans, and specifications; • Inputs and checks permit status updates in the permitting software system and/or other applications; • As necessary, consults with supervisors in cases of doubt over interpretation of codes or ordinances, or in cases of disagreement with electrical contractors; • May assist higher level inspectors by inspecting phases of larger and complex multi- storied buildings; • Keeps work records and prepares reports of inspections made; • Check for compliance to contracting and trade licensing laws; • Assists with investigation of premises where fires occurred to determine whether fires were due to electrical causes; and • Performs other related duties as assigned. Knowledge of The electrical codes of the County of Kauai and National Electrical Codes; the National Electrical Codes; building and safety codes and other pertinent ordinances pertaining to electrical installations; the standard practices, methods, processes, materials, and tools of the electrical trade and their application to electrical wiring and equipment installations on residential, commercial, and industrial premises; the basic principles of electrical installations as they apply to electrical appliances and wiring installations; operation and maintenance of standard office machines, computers, tablets, cell phones, and other mobile devices; and electrical Contracting and Electricians trade licensing laws.. PART I ASSISTANT ELECTRICAL INSPECTOR 3 6.219 Ability to: Inspect electrical installations and equipment and render decisions in conformity with ordinances and codes; recognize hazardous situations and determine means of correction; read and interpret plans and specifications, electrical codes and pertinent ordinances and apply them to the general public; maintain records and prepare reports; compute and determine capacity for any required service entrance equipment and number of circuits based on given load; operate and maintain standard office machines and equipment, including electronic computer equipment, peripherals and mobile devices; operate and maintain County issued vehicles and equipment; offer assistance to clerical staff in answering phones and assisting the public at the counter; and deal tactfully with electrical contractors, workmen, owners, and the general public. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.219 Minimum Qualification Specifications for the Class: ASSISTANT ELECTRICAL INSPECTOR SR-16, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. PART II ASSISTANT ELECTRICAL INSPECTOR 2 6.219 License Requirement: Possession of a State of Hawaii Journey Worker Electrician’s License, a valid motor vehicle operator’s license (Hawaii type 3 or equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
