HomeMy WebLinkAbout6.225 SENIOR ELECTRICAL INSPECTOR 20240523PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.225 Class Specifications for the Class: SENIOR ELECTRICAL INSPECTOR SR-21, BU-03 Duties Summary: Supervises and participates in inspecting, testing, and examining electrical installations and equipment found in a variety of structures for compliance with plans and specifications, electrical code and other pertinent ordinances and accepted safety standards; or regularly and primarily performs the most difficult and complex inspections pertinent to the foregoing; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in inspecting, testing, and examining electrical installations and equipment in a variety of structures for compliance with the County electrical code and adherence to plans and specifications; inspections are primarily difficult and complex in nature. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Lays out, assigns, instructs, and coordinates the work of subordinates engaged in inspecting residential, commercial, and industrial electrical installations and equipment; • Orients subordinates as to new methods and techniques to obtain maximum production; • Reviews and checks subordinate inspectors' daily reports for completeness and consistency with codes and other pertinent requirements; • Recapitulates daily reports into monthly summaries; • Resolves differences between contractors or owners and subordinate inspectors; • Interprets and makes decisions in cases of disputes, conflicts and/or disagreements; • May supervise the investigation of premises where fires have occurred to determine if fires were due to electrical causes; PART I SENIOR ELECTRICAL INSPECTOR 2 6.225 • Investigates cases of electrical violations or illegal electrical practices and, if necessary, initiates action to the Prosecuting Attorney's Office for legal prosecution; • Inspects all types of electrical installations and equipment covered by the electrical code, including general and specialty systems, which may regularly and primarily involve inspections of the most difficult and complex nature; • Participates in difficult inspectional problems and re-inspections; • Issues stop work orders and/or citations for violations when necessary; • May recommend and draft revisions to the electrical codes; • May assume the duties of the Supervising Electrical Inspector in latter's absence; and • Performs other related duties as assigned. Knowledge of The electrical codes of the County of Kauai and National Electrical Codes; the National Electrical Codes; building and safety codes and other pertinent ordinances pertaining to electrical installations; the standard practices, methods, processes, materials, and tools of the electrical trade and their application to electrical wiring and equipment installations on residential, commercial, and industrial premises; the basic principles of electrical installations as they apply to electrical appliances and wiring installations; operation and maintenance of standard office machines, computers, tablets, cell phones, and other mobile devices; and electrical Contracting and Electricians trade licensing laws.. Ability to: Inspect electrical installations and equipment and render decisions in conformity with ordinances and codes; recognize hazardous situations and determine means of correction; read and interpret plans and specifications, electrical codes and pertinent ordinances and apply them to the general public; maintain records and prepare reports; compute and determine capacity for any required service entrance equipment and number of circuits based on given load; operate and maintain standard office machines and equipment, including electronic computer equipment, peripherals and mobile devices; operate and maintain County issued vehicles and equipment; offer assistance to clerical staff in answering phones and assisting the public at the counter; and deal tactfully with electrical contractors, workmen, owners, and the general public. PART I SENIOR ELECTRICAL INSPECTOR 3 6.225 This is the reinstatement and amendment for the class SENIOR ELECTRICAL INSPECTOR, which was approved on September 16, 1974, and is to be substituted for that class specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.225 Minimum Qualification Specifications for the Class: SENIOR ELECTRICAL INSPECTOR SR-21, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two and one half (2 ½) years of work experience which involved the examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, business or technical school, college, or university may be substituted for up to four (4) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations (ex. 15 semester credits = 6 months). B. An Associate’s degree in any field from an accredited college or university may be substituted for up to two (2) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. PART II SENIOR ELECTRICAL INSPECTOR 2 6.225 C. A Bachelor’s degree in any field from an accredited college or university may be substituted for up to four (4) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. D. A Master’s or PhD degree in any field from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a State of Hawaii Journey Worker Electrician’s License, a valid motor vehicle operator’s license (Hawaii type 3 or equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II SENIOR ELECTRICAL INSPECTOR 3 6.225 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
