HomeMy WebLinkAbout6.220 ELECTRICAL INSPECTOR 20240523PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.220 Class Specifications for the Class: ELECTRICAL INSPECTOR SR-19, BU-03 Duties Summary: Inspects, tests, and examines electrical installations and equipment found in a variety of structures for compliance with plans and specifications, electrical code and other pertinent ordinances and accepted safety standards; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to inspect, test, and examine electrical installations and equipment in a variety of structures for compliance with the County electrical code and adherence to plans and specification; inspections are complex in nature. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Inspects electrical installations and equipment found in residential, commercial, and industrial buildings for compliance with the provisions of the County electrical code and ordinance, and with the National Electrical Codes and Ordinances; • Issues notices to persons involved where electrical installations are found to be defective or in violation of codes and ordinances; • Follows up violation notices to see that corrections are made; • Makes recommendations to electrical contractors or owners concerning the correct methods of installing electrical wiring or equipment; • Checks type size and number of wires, boxes, outlets, and conduits being installed; • Checks electrical wiring layouts; • Checks load on feeder lines by conducting the necessary tests; • Advises electrical contractors or owners on methods of installing electrical wiring and equipment; PART I ELECTRICAL INSPECTOR 2 6.220 • Investigates premises where fires have occurred to determine if fires were due to electrical causes; • Rejects or approves electrical installations and issues certificates of approval when work is approved in its final phases; • Inspects electrical wiring equipment and installations in publicly owned buildings when such buildings are being constructed or repaired for conformity to electrical codes and ordinances and approved plans and specifications; • Reviews plans and specifications for approval of electrical permits; • May prepare wiring diagrams and write electrical specifications for publicly owned buildings to be constructed or repaired; • As necessary, consults with building officials in cases of doubt over interpretations of codes or ordinances, or in cases of disagreement with electrical contractors; • Appears and testifies in court on any contested violation; and • Performs other related duties as assigned. Knowledge of The electrical code of the County of Kauai and the National Electrical Codes and Ordinances; building and safety codes and other pertinent ordinances pertaining to electrical installations; standard practices, methods, processes, materials and tools of the electrical trade and their application to electrical wiring and equipment installations on residential, commercial, and industrial premises; the principles of electrical engineering applicable to electrical appliances and wiring installations. Ability to: Inspect electrical installations and equipment and render decisions in conformity with ordinances and codes; recognize hazardous situations and determine means of correction; read and interpret plans and specifications, electrical codes and pertinent ordinances and apply them to specific cases; deal tactfully with electrical contractors, workmen and the general public; maintain records and prepare reports; compute and determine capacity for any required service entrance equipment and number of circuits based on given load. PART I ELECTRICAL INSPECTOR 3 6.220 This is an amendment to the specification for the class ELECTRICAL INSPECTOR, which was approved on November 22, 1974, amended on November 4, 1988, and on March 16, 2004, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.220 Minimum Qualification Specifications for the Class: ELECTRICAL INSPECTOR SR-19, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • one and one half (1 ½) years of work experience which involved the examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, business or technical school, college, or university may be substituted for up to four (4) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations (ex. 15 semester credits = 6 months). B. An Associate’s degree in any field from an accredited college or university may be substituted for up to two (2) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. PART II ELECTRICAL INSPECTOR 2 6.220 C. A Bachelor’s degree in any field from an accredited college or university may be substituted for up to four (4) years of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. D. A Master’s or PhD degree in any field from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience in volving the enforcement of laws, ordinances and/or rules and regulations. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a State of Hawaii Journey Worker Electrician’s License or Supervising Electrician’s license, a valid motor vehicle operator’s license (Hawaii type 3 or equivalent), and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II ELECTRICAL INSPECTOR 3 6.220 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
