Class Specifications for the Class:
SUPERVISING ELECTRICAL INSPECTOR
SR-23, BU-04
Duties Summary:
Supervises and is responsible for a program concerned with the inspection of
electrical installations and equipment to assure compliance with the County of Kauai and
National Electrical Codes and other pertinent codes and ordinances, and adherence to
accepted safety standards and approved plans and specifications; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise the electrical inspection
program for the County of Kauai, Buildings Division.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, assigns, and reviews the work of subordinates engaged in inspecting
residential, commercial, and industrial electrical installations and equipment for
compliance with the County of Kauai and the National Electrical Codes and other
pertinent codes and ordinances, conformity to accepted safety standards, and
adherence to approved plans and specifications;
• Coordinates work with other inspection sections of the division and/or other
governmental agencies;
• Adjusts differences between interpretation in cases of dispute, conflict, or
disagreement between the inspectors and contractors;
• Investigates cases of violation and, if necessary, consults with superior for legal
action; reviews plans and specifications for approval of electrical permits;
• Confers with or corresponds with contractors, architects, etc. on matters relating to
the inspection program;
• May develop and administer examinations for the registration of electricians and
participates in the granting or denial of such registrations;

• Assists or participates in difficult inspectional problems and re-inspections;
• Prepares recommendations for revisions of the electrical code;
• Reviews electrical plans and specifications for public building improvement projects
prepared by private architects and engineers under contract, and recommends
approval, disapproval and/or changes to superiors;
• Prepares electrical plans and specifications for public building improvement projects
undertaken by the County or for preparation of bids;
• Has responsibility for preparation of correspondence, reports, and maintenance of
records of inspections made and scheduled; and
• Performs other related duties as assigned.
Knowledge of
The electrical code of the County of Kauai and the National Electrical Codes and
Ordinances; other appropriate building and safety codes or ordinances as they pertain to
electrical installations; the standard practices, methods, processes, materials, and tools of
the electrical trade and their application to electrical wiring and equipment installation on
residential, commercial, and industrial premises; accepted safety standards as applied to
electrical installations; the administration of and legal interpretations concerning the
electrical codes and ordinances; the legal procedures involved in prosecuting violators of the
electrical ordinances; the principles and practices of supervision.
Ability to:
Supervise the work of employees engaged in inspecting electrical installations and
equipment for compliance with the electrical codes and ordinances; interpret electrical
codes and ordinances as well as apply them to specific cases; read and interpret or prepare
plans and specification for electrical installations; arbitrate disputes with fairness and
equity; deal tactfully and effectively with electrical contractors, workers, and the general
public; keep records and prepare reports.
This is an amendment to the specification for the class SUPERVISING ELECTRICAL
INSPECTOR, which was approved on June 23, 1980, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
SUPERVISING ELECTRICAL INSPECTOR
SR-23, BU-04
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• two and one half (2 ½) years of work experience which involved the examination,
interpretation, and/or application of laws, ordinances, rules and regulations, and/or
policies and procedures; and
• one (1) year of supervisory work experience
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, business or technical school, college, or university
may be substituted for up to four (4) years of inspectional or investigative work
experience in volving the enforcement of laws, ordinances and/or rules and
regulations (ex. 15 semester credits = 6 months).

B. An Associate’s degree in any field from an accredited college or university may be
substituted for up to two (2) years of inspectional or investigative work experience in
volving the enforcement of laws, ordinances and/or rules and regulations.
C. A Bachelor’s degree in any field from an accredited college or university may be
substituted for up to four (4) years of inspectional or investigative work experience in
volving the enforcement of laws, ordinances and/or rules and regulations.
D. A Master’s or PhD degree in any field from an accredited college or university may be
substituted for up to one (1) year of inspectional or investigative work experience in
volving the enforcement of laws, ordinances and/or rules and regulations.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a State of Hawaii Journey Worker Electrician’s License, a valid motor
vehicle operator’s license (Hawaii type 3 or equivalent), and any other appropriate licenses
or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class SUPERVISING ELECTRICAL
INSPECTOR, which was approved on June 23, 1980, and is to be substituted for that
specification.
