HomeMy WebLinkAbout6.300 6.301 HOUSING QUALITY STANDARDS INSPECTOR I & II 20230523PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.300 6.301 Class Specifications for the Class: HOUSING QUALITY STANDARDS INSPECTOR I & II SR-15, BU-03 SR-17, BU-03 Duties Summary: Inspects properties, identifies deficiencies, and advises landlords of required corrective actions for compliance to Federal Housing Quality standards; mediates tenant/landlord disputes and recommends rental rate adjustments as necessary; and performs other related duties as required. Distinguishing Characteristics: These classes are distinguished by their responsibility to perform performing habitability inspections of subsidized rental housing units and to assure that tenants and landlords are meeting obligations contained in agreements with the County related to affordable housing. Level I is characterized by independently performing a variety of assignments relating to the inspection, counseling and guidance of tenants or landlords to ensure each rental unit is in compliance with Federal standards and to determine rent reasonableness. Positions at this level initially performs under close supervision, but as proficiency is gained, the supervision is more relaxed. Level II is characterized by performing the more complex assignments involving greater coordination between tenants and landlords relating to the inspection, counseling and guidance of tenants or landlords to ensure each rental unit is in compliance with Federal standards and by conducting rental market surveys to determine fair market rent. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Informs, interprets, and explains the purpose and objectives of the Housing and Quality Standards program; • Annually inspects and periodically re-inspects units to ensure compliance with Housing Quality Standards and determines if rent is comparable to other unassisted rental units; PART I HOUSING QUALITY STANDARDS INSPECTOR I & II 2 6.300 6.301 • Informs landlords and tenants of what is needed to bring their units up to Federal standards and re-inspects units to ensure compliance; • Provides inspections based on tenant or landlord complaints regarding non- compliance with Federal guidelines and advises actions to be taken and time schedule to complete repairs; • Maintains regular contact with property owners or tenant occupants to oversee the progress of their repair effects and advises and assists them in accomplishing their repairs to conform to applicable codes, ordinances, and standards; • Conducts and compiles rental market surveys to determine availability, comparability, and Fair Market Rents of units; • Determines validity of damage claims though inspections done when a family vacates; • Mediates tenant/landlord disputes over repairs or initial approval, and recommends rental rate adjustments as necessary; • May assist disabled, handicapped, elderly and other families locate suitable housing within the Fair Market Rents established; and • Performs other related duties as assigned. Knowledge of: Federal, State and County laws, codes, ordinances and standards relating to Housing Quality Standards; basic principles and practices underlying Housing and Rental Assistance; interviewing techrtiques; legal procedures involved in enforcing the Housing Quality Standards codes and ordinances. Ability to: Establish and maintain effective working relationships with others; express ideas clearly and concisely, orally or through written reports; understand laws, rules, regulations pertaining to Housing Quality Standards as well as local building and zoning codes and ordinances. PART I HOUSING QUALITY STANDARDS INSPECTOR I & II 3 6.300 6.301 This is an amendment to the specifications for the class, HOUSING QUALITY STANDARDS INSPECTOR I & II. The class HOUSING QUALITY STANDARDS INSPECTOR I was approved as HOUSING QUALITY STANDARDS INSPECTOR on July 18, 1986, and retitled and amended on February 24, 2003; additionally, the class HOUSING QUALITY STANDARDS INSPECTOR II was approved on February 24, 2003, effective July 18, 2002, and this is the specification to be substituted for both specifications. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.300 6.301 Minimum Qualification Specifications for the Class: HOUSING QUALITY STANDARDS INSPECTOR I & II SR-15, BU-03 SR-17, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and For level I: three (3) years of work experience in inspecting examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures. For level II: four (4) years of work experience in inspecting examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). PART II HOUSING QUALITY STANDARDS INSPECTOR I & II 2 6.300 6.301 B. An Associate’s degree from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. D. A Master’s or PhD degree from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Test: Applicants may be required to qualify on an appropriate examination. PART II HOUSING QUALITY STANDARDS INSPECTOR I & II 3 6.300 6.301 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specifications for the class, HOUSING QUALITY STANDARDS INSPECTOR I & II.
