Class Specifications for the Class:
POLICE SERGEANT
PO-11, BU-12
Duties Summary:
Performs difficult and complex police work in supervising or assisting in supervising a
squad or detail of police officers; may be assigned specialized duties in a technical or
administrative services activity with limited or no supervisory responsibility; and performs
other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise or assist in supervising a
squad or detail of police officers, or supervises and participates in a phase of a technical or
administrative services activity.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Observes, supervises, and instructs police officers in the enforcement of laws and
ordinances, the prevention of crime, and the protection of life and property;
• Checks reports of daily activities and other reports of police officers;
• Issues specific instructions and assignments at the scene of activity;
• Takes personal charge of the activities of details assigned to specific function or
activity involving police regulation and enforcement such as traffic control, vice
control, etc.;
• Inspects personnel and equipment;
• Evaluates the work of subordinates;
• Monitors police communication and dispatch operations;
• Reviews decisions and assignments made by subordinates to insure proper coverage
and use;

• Supervises and assists officers in gathering evidence and making arrests in cases
relative to the control, detection, and elimination of vice, which include misdemeanor
and felony offenses concerned with the illegal possession, sale or use of narcotics
and other dangerous drugs;
• Supervises and coordinates activities relating to traffic enforcement and traffic
safety;
• Supervises and coordinates the Junior Police Officers Program for the County;
• Assists in the supervision of the activities relating to the search, recovery,
preservation, and marking of physical evidence and the comparison and
identification of fingerprints;
• Supervises and participates in the review of police investigative reports for
completeness, accuracy, and conformance to established procedures and legal
requirements;
• Provides staff assistance in planning, research, development, and training activities;
• Receives and supervises the processing of persons arrested;
• Coordinates and serves in a liaison capacity in all court related activities, processing,
and maintaining appropriate records;
• Attends and represents the Department at meetings of community organizations,
social agencies, labor and school groups, and other organizations;
• Develops programs to maintain effective community relations;
• May give instructions in training courses;
• Inspects holding cell activities to insure conformance with established departmental
procedures;
• May perform a variety of police related clerical activities;
• Give talks to community groups;
• Conducts in-service training in various phases of police work;
• Testifies in court;
• Maintains appropriate records and files to include work and time records;

•Performs other related duties as assigned.
Knowledge of:
Principles and practices of leadership, training and supervision, police principles,
practices, methods, techniques and equipment; scientific crime detection and criminal
investigation methods, techniques and procedures; the standard rules, policies and
procedures of the Kaua‘i Police Department; pertinent County, State, and Federal laws and
procedures; interviewing and interrogation techniques; the rules of evidence; the laws of
arrest; court procedures; court decisions relating to law enforcement; the geographic,
economic, social and racial composition of the community and police problems peculiar
thereto.
Ability to:
Assign, train, supervise and evaluate the work of police personnel; analyze and solve
criminal and investigative problems; make sound observations, remember facts and give
testimony thereon; prepare case records and make reports; understand the psychology of
human behavior; deal effectively with the public; express oneself effectively orally and in
writing; use police weapons.
This is an amendment to the specification for the class of POLICE SERGEANT, which
was approved on August 11, 1975, amended on November 8, 1976, December 5, 1996,
July 22, 2004, December 28, 2015, and April 23, 2018, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
POLICE SERGEANT
PO-11, BU-12
Training & Experience:
A combination of education and experience substantially equivalent to completion of
two (2) years of accredited college or university course work, and:
• four (4) years of police experience within the State of Hawaii; of which
o three (3) years shall have been equivalent to the County of Kauai’s Police
Officer I* and/or Police Officer II* classes; and o at least one (1) year of police experience must be in the Kaua‘i Police
Department (can include time as a Police Services Officer).
*Positions are representative of classes within the County of Kaua’i.
Substitutions Allowed:
Excess experience as a police officer in the State of Hawaii may be substituted on a year-for-
year basis to meet education requirement.
No college: applicant must have two (2) additional years of police experience in the State of
Hawaii (total of six (6) years of police experience).
One (1) year of college (30 credits): Applicants must have one (1) additional year of police
experience in the State of Hawaii (total of five (5) years of police experience).
Two (2) years of college (60 credits): Applicant does not need any additional years of police
experience in the State of Hawaii (total of four (4) years of police experience).
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance with
State and federal laws, e.g., no misdemeanor or felony domestic violence conviction.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Department/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours, shift and weekend work and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

July 22, 2004, December 28, 2015, and April 23, 2018, and is to be substituted for that
