Class Specifications for the Class:
POLICE LIEUTENANT
PO-13, BU-12
Duties Summary:
Performs police work of considerable difficulty in supervising a functional activity on
an assigned watch; may be assigned specialized duties in an administrative or staff function
with limited supervisory responsibility; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise a functional activity on an
assigned watch.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Supervises the field operations of a watch of patrol personnel;
• Communicates directives to ranks through subordinate supervisors;
• Enforces departmental rules and regulations;
• Analyzes emergency situations and special problems and directs corrective action or
proper deployment of personnel;
• Studies and analyzes traffic, accident, criminal activity, and other data and statistics;
• Takes appropriate actions in order to reduce the loss and damage to life and
property, prevention of crime, and enforcement of laws and ordinances;
• Makes inspections in the field and checks the work of subordinate supervisors and
police officers;
• Counsels and disciplines subordinates;
• Supervises detectives in the investigation of a variety of felony and misdemeanor
cases involving acts of violence, fraud, or theft;

• Supervises, directs, reviews and coordinates investigations into vice conditions such
as illegal use, possession or sale of narcotics and dangerous drugs, and gambling
and morals offenses;
• Assists in directing and coordinating various activities relating to police and
identification records and reports;
• Directs through subordinate supervisors all traffic activities encompassing traffic
accident investigations, traffic enforcement, traffic safety, the Junior Police Officers
Program, financial responsibility, drivers licensing, taxi control, and motor vehicle
inspections;
• Commands a police district of limited scope and intensity of police operations;
• Maintains liaison with community associations and governmental agencies to provide
information, materials, and speakers on all aspects of police work;
• Plans and conducts the department’s classified law enforcement intelligence
operations;
• Serves as a liaison with the national Law Enforcement and Intelligence Unit involving
a sharing of techniques and developments related to combat against organized
crimes;
• Supervises and coordinates departments training programs;
• Conducts special studies on crime problems, new equipment and techniques, in-
service training courses, etc.;
• Plans and coordinates recruit and other in-service training graduation ceremonies;
• Directs and coordinates the activities of the Department’s juvenile program;
• Coordinates with and reports pertinent matters to other divisions and to superior
officers;
• Plans and makes recommendations for improvements and for new policies and
procedures;
• Prepares, reviews, and approves correspondence and reports;
• Coordinates work with that of other agencies or police units;
• May speak before community groups;

• Reviews operations and procedures, and records pertinent data;
• Meets with subordinate supervisors to discuss problems and to advise and guide
them in their disposition;
• Prepares and assists in the preparation of activity and special reports;
• May supervise booking procedures; and
• Performs other related duties.
Knowledge of:
Principles and practices of leadership, training and supervision, police principles,
practices, methods, techniques and equipment; scientific crime detection and criminal
investigation methods, techniques and procedures; the standard rules, policies and
procedures of the Kaua‘i Police Department; pertinent County, State, and Federal laws and
procedures; interviewing and interrogation techniques; the rules of evidence; the laws of
arrest; court procedures; court decisions relating to law enforcement; the geographic,
economic, social and racial composition of the community and police problems peculiar
thereto.
Ability to:
Assign, train, supervise and evaluate the work of police personnel; analyze and solve
criminal and investigative problems; make sound observations, remember facts and give
testimony thereon; prepare case records and make reports; understand the psychology of
human behavior; deal effectively with the public; express oneself effectively orally and in
writing; use police weapons.
This is an amendment to the specification for the class of POLICE LIEUTENANT, which
was approved on July 17, 1978, amended on November 13, 1978, July 22, 2004,
December 28, 2015, and April 19, 2018, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
POLICE LIEUTENANT
PO-13, BU-12
Training & Experience:
A combination of education and experience substantially equivalent to completion of
two (2) years of accredited college or university course work, and:
• six (6) years of police experience in the Kaua’i Police Department; of which
o three (3) years shall have been as a Detective and/or Police Sergeant.
Substitutions Allowed:
Excess experience as a police officer in the State of Hawaii may be substituted on a year-for-
year basis to meet education requirement.
No college: applicant must have two (2) additional years of police experience in the State of
Hawaii (total of six (6) years of police experience).
One (1) year of college (30 credits): Applicants must have one (1) additional year of police
experience in the State of Hawaii (total of five (5) years of police experience).
Two (2) years of college (60 credits): Applicant does not need any additional years of police
experience in the State of Hawaii (total of four (4) years of police experience).
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance with
State and federal laws, e.g., no misdemeanor or felony domestic violence conviction.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.

Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Department/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours, shift and weekend work and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Special
This is an amendment to the specification for the class of POLICE LIEUTENANT, which
was approved on July 17, 1978, amended on November 13, 1978, July 22, 2004,
December 28, 2015, and April 19, 2018, and is to be substituted for that specification.
