HomeMy WebLinkAbout8.580 REPAIR SHOP SUPERVISOR 20240705PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.580 Class Specifications for the Class: REPAIR SHOP SUPERVISOR FII-11, BU-02 Duties Summary: Supervises the maintenance and repair of all types of driven automotive and construction equipment; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished for its responsibility to oversee the entire operation of the County of Kauai’s repair shop. Positions in this class oversee the maintenance and repair of the company’s fleet of driven automotive and construction equipment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Plans, lays out, assigns, reviews, and inspects the work of mechanics and others engaged in the service, overhaul, and repair of all types of driven automotive and construction equipment and other light equipment; Determines priority work to be performed; Inspects the quality of work performed by subordinates; Estimates time, material, and labor necessary to perform a job; Inspects equipment to determine repairs needed; Reviews stock orders for parts; Instructs workers in the use of tools and equipment and mechanical maintenance and repair practices, procedures, and techniques; Advises mechanics and other workers on difficult repair work and enforces safety regulations and practices; Reads and interprets blueprints, plans, sketches, and working drawings; PART I REPAIR SHOP SUPERVISOR 2 8.580 Makes rough sketches; Reviews equipment repair reports submitted by subordinates; Prepares and submits reports on daily work activities and assists in rating work performance of subordinates; and Performs other related duties as required. Knowledge of: Principles and practices of supervision; theory and principles of gasoline and diesel engines; theory and principles of hybrid motors; methods, equipment, and materials used in the repair, overhaul, and testing of a variety of automotive equipment and their specialized mechanical, electrical, or electronic units; the principles of electricity as applied to the electrical system of automotive equipment; basic principles and practices of welding; use of tools, equipment, and materials of the mechanic trade; occupational hazards and safety practices of the trade. Ability to: Plan assignments; prioritize, direct, coordinate, and review the work of subordinates; diagnose trouble and mechanical defects in gasoline and diesel driven or hybrid automotive equipment; estimate materials, parts, and labor necessary to complete a job; read and interpret work from rough sketches, blueprints, or various manufacturer's manuals; make working sketches and drawings; maintain records and prepare reports; encourage safety practices and enforce safety rules; maintain harmony in work relationships among workers; produce reports and correspondence with applicable computer software programs. This is an amendment to the specification for the class REPAIR SHOP SUPERVISOR, which was approved on October 10, 1975, amended on December 7, 1983, February 4, 2005, and on June 22, 2021, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.580 Minimum Qualification Specifications for the Class: REPAIR SHOP SUPERVISOR FII-11, BU-02 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and • five (5) years of work experience as a journey level mechanic in the repair and overhaul of automotive and construction equipment; and • two (2) years of supervisory work experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Valid State of Hawaii Automotive Mechanic License or equivalent ASE certification may be substituted for up to two (2) years of work experience as a journey level mechanic in the repair and overhaul of automotive and construction equipment. B. Successful completion of semester credits leading towards a degree or diploma in Automotive Service Technology or a related field from an accredited community PART II REPAIR SHOP SUPERVISOR 2 8.580 college, trades school, may be substituted up to two (2) years of t work experience as a journey level mechanic in the repair and overhaul of automotive and construction equipment (15 semester credits = 6 months). C. An Associate’s degree in Automotive Service Technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience as a journey level mechanic in the repair and overhaul of automotive and construction equipment. D. A Bachelor’s, or Master’s degree in Automotive Service Technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience as a journey level mechanic in the repair and overhaul of automotive and construction equipment. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent) and appropriate licenses or certifications as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II REPAIR SHOP SUPERVISOR 3 8.580 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class REPAIR SHOP SUPERVISOR, which was approved on October 10, 1975, amended on December 7, 1983, February 4, 2005, and on June 22, 2021 and on May 9, 2023, and is to be substituted for that specification.
